The Political Affairs Officer will serve under the oversight of the Deputy Director of the IOT and report to a Senior Political Affairs Officer.

Responsibilities

Within delegated authority, the Political Affairs Officer will be responsible for the following duties:

  • Participates in the daily management of peacekeeping operations, namely the United Nations Multidimensional Integrated Stabilization Mission in the Central African Republic (MINUSCA).
  • Reviews and monitors activities in the country or region assigned; assesses trends which might affect the situation, including peace process; recommends solutions/possible action by United Nations.
  • Analyses political and related events within assigned area with a view to provide analytical and strategic assessments and recommendations to senior UN officials.
  • Prepares a wide range of documents including on sensitive and matters of concern for the General Assembly, Security Council, or other bodies; drafts notes, background papers, talking points, speeches and other correspondence for senior UN officials.
  • Arranges and participates in fact-finding, planning and other missions to assigned areas and draft reports thereon.
  • Provides up-to-date information to senior officials regarding substantive political matters and country or regional issues and makes recommendations on actions to take.
  • Maintains contacts with other sectors of the UN, other international organizations and governments on coordination and policy matters; briefs representatives and provides, as appropriate suggestions and recommendations.
  • Participates in conferences, seminars and academic fora related to his/her assigned area of expertise.
  • Provides input for assessment of staff to be deployed to important posts in the field.
  • Carries out, as requested, functions relating to planning and budget.
  • Drafts plans for start-up of operations and participates in the activities of implementation.

A minimum of seven years of progressively responsible experience in political science, international relations, law, disarmament, security, development management, conflict resolution or related area is required.

Experience in a non-uniformed-capacity in peacekeeping in the field or other relevant field experience in a conflict or post-conflict setting is required.

Experience in providing substantive support to peace operations, including on political issues, cross-cutting peacekeeping issues and strategic planning, in or on Africa is required.

Experience interacting with Security Council members is required. Experience in administrative and budgetary processes, including results-based budgeting, is desirable. Experience in peace and security issues related to Africa, in particular Central Africa, is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position(s) advertised, fluency in both oral and written English is required. Fluency of French is required. Knowledge of another official United Nations language is an advantage.
