As a basic requirement for entry into the SES, each applicant must provide evidence of progressively responsible executive leadership and supervisory experience.

The evidence must be directly related to the skills and abilities outlined under Executive Core Qualifications (ECQs) and Mandatory Technical Qualifications (MTQs) listed below.

The ideal candidate will have experience managing employees through subordinate supervisors and have experience hiring, developing, and evaluating employees.

Typically, experience of this nature will have been gained at or above the GS-14/15 grade level in the federal service or equivalent in the private sector or non-governmental organizations.

Failure to meet these basic qualification requirements in addition to all executive and technical qualification factors will automatically disqualify an applicant.

This position leads the SSS Information Technology (IT) Directorate. The incumbent will be responsible for developing and managing the Agency's information systems, strategies, policies, governance, security, and lifecycle.

Specific Duties

The incumbent carries out the specific responsibilities:
Responsible for planning, designing, testing, deploying and maintaining SSS IT infrastructure, systems and applications.

Establishes enterprise architecture processes to support a detailed framework that modernizes IT systems and business processes and allows for scaling in the event of a return to full operation.

Oversees IT governance frameworks, policies and standards to ensure compliance with the Federal Information Security Modernization Act (FISMA) and Federal Risk and Authorization Management Program (FEDRAMP) standards.

Implements robust cybersecurity measures to protect information assets from threats and vulnerabilities while balancing with operational need. Conducts risk assessments and ensures appropriate risk mitigation strategies are in place.

Establishes and manages an IT enterprise roadmap aligned with the SSS Strategic Plan that maps strategy to projects and investments.

Develops with other senior agency leaders a Future Years SSS Program and implements the Annual Performance Plan in alignment with the Agency Strategic Plan and budgets.

Plans and delegates priorities; sets and adjusts long- and short-term priorities and approves schedules for completion of mission-critical work.

Evaluates performance of subordinates and provides instruction to employees on both work and administrative matters. Interviews candidates for positions and appoints, promotes and reassigns to such positions.
