Duties

As an AIG for Special Inquiry, you will:
  • Oversee the performance of a full range of legal functions in connection with investigative and legal cases in connection with allegations or suspected violations of Federal criminal, civil, and administrative laws, rules or regulations relative to any of HUD's programs or operations, to include the OIG.
  • Lead a major OIG component that identifies high profile issues needing immediate review.
  • Provide legal advice and guidance on issues related to the conduct of OSI investigations and inquiries, and other initiatives to prevent or detect fraud and mismanagement in agency programs and operations requiring consideration of complex issues of civil and administrative law, practice and procedure, remedies and enforcement mechanisms.
  • Provide expert advice and guidance consistent with applicable law and the interpretations there of by OIG's Office of Legal Counsel (OLC) on issues relating to the conduct of OIG criminal and administrative investigations, and other initiatives designed to prevent or detect inefficiency, waste, fraud, abuse and mismanagement in HUD programs and operations.
  • Remain fully and currently informed on significant developments on actual or potential problems relating to the investigation program.

      Qualifications

      You must meet the following requirements by the closing date of this announcement.

      Basic Requirements: Applicants MUST:(1) be a graduate of an accredited law school with an LL.B. or J.D.; from a law school accredited by the American Bar Association (ABA) ABA Approved Law Schools ; (2) be a current member of a bar with a valid license to practice law in a state, territory of the United States, District of Columbia, or Commonwealth of Puerto Rico; and(3) meet all specialized experience requirements as described in the vacancy announcement.

      IMPORTANT: Structure your ECQ statements in terms of actions you have taken, the context or environment in which the action was taken and the outcome or results of those actions (Challenge-Context- Action-Result (C-C-A-R).       Each of the following competencies are the foundation for success in each of the the Executive Core Qualifications: Interpersonal Skills, Oral Communication, Written Communication, Integrity/Honesty, Continual Learning, and Public Service Motivation. The essay competencies address the Executive Core Qualifications (ECQs). Your responses are required for each of these ECQs, unless you have had your ECQs previously certified by an Office of Personnel Management Qualifications Review Board (QRB) for the Senior Executive Service (SES).       ECQ 5 - BUILDING COALITIONS - This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local government, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

      EACH OF THE FOLLOWING ESSAY COMPETENCIES ADDRESS THE MANDATORY TECHNICAL QUALIFICATIONS (MTQ'S), YOUR RESPONSES ARE REQUIRED FOR EACH OF THESE MTQ'S.

      MTQ 1- Demonstrated experience in leading, managing and supervising broad-ranging, complex, and highly technical reviews and investigations, of an Office of the Inspector General, Internal Affairs Office, Office of Professional Responsibility or any other comparable environment of a large organization or agency.

      MTQ 2- Demonstrated experience in leading, managing and supervising the organization, drafting, editing and publication of detailed reviews and reports of investigations.

      MTQ 3- Demonstrated experience communicating effectively and working constructively and collaboratively with other internal and external organizations and other professional disciplines to enhance the effectiveness of operations.

      Education

      EDUCATION DOCUMENTATION: Attorney positions do have an education requirement. Applicants must be a graduate of an accredited law school with an LL.B. or J.D. For positions with an education requirement, you MUST submit a copy of your transcripts or equivalent. An official transcript will be required if you are selected. In addition you must provide proof of bar or your bar number in the vacancy questions .

      The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency. Refer to the OPM instructions .
