Duties

The Associate Division Chief serves as an advisor to the Division Chief in matters handled by the Division. The incumbent is responsible for planning, developing, and recommending objectives, policy, rules, standards and procedures for new and revised programs concerning the licensing and regulation of international and domestic satellite systems and earth stations under Part 25. Oversees complex licensing matters and monitors compliance by licensees with the terms and conditions of their authorizations and pursues appropriate enforcement action in conjunction with other Bureaus/Offices. Ensures coordination of all issues and items, including satellite authorizations, with the appropriate Bureaus and Offices. Directs preparation of technical studies and analysis in support of developing policy recommendations and evaluating policy proposals. Conducts or participates in rulemaking proceedings or inquiries leading to policy development in these areas, assuring proper coordination both within the Commission as well as with outside agencies.

Provides consultative and advisory services to the Bureau and staff on various policy issues and other highly specialized matters as directed by the Chief of the Satellite Programs & Policy Division; establishes performance standards for staff, monitors their work on an ongoing basis, and evaluates their work; counsels employees and handles employee grievances; makes recommendations regarding promotions, awards, reassignments, and disciplinary actions; recommends changes in position management issues of subordinate staff to the supervisor.

Incumbent is responsible for defining duties and responsibilities to be performed, interviews prospective employees, and makes selections for subordinate non-supervisory positions; determines the need for employee development, including training for staff members, where appropriate; reviews and signs employees leave requests; applies equal employment policies in all phases of personnel management and takes affirmative action in accordance with Bureau goals.
