This position resides in the Counterintelligence Programs Division (CPD), Intelligence Enterprise Operations Program Office (IEPO), Principal Deputy Under Secretary for Intelligence and Analysis (PDUSIA), Office of Intelligence of Analysis (I&A), Department of Homeland Security (DHS).



Duties

Incumbent will serve as the senior DHS representative to the National Counterintelligence Task Force (NCITF). The incumbent must be an experienced, senior Counterintelligence Officer with significant Counterintelligence-related subject matter expertise to identify, understand, deter, counter, and guard against intelligence or other activities by Foreign Intelligence Entities (FIE) that threaten or otherwise affect the Department or national security. The incumber must possess strong liaison skills and have a strong ability to communicate with and across senior Intelligence and Law Enforcement members and teams.

Duties Include:

  • Serves as a Senior Counterintelligence Officer and Senior Representative for DHS to the National Counterintelligence Task Force (NCITF) on highly complex initiatives regarding counterintelligence and intelligence related security threats within DHS and the Intelligence Community (IC).
  • Provides expert counterintelligence leadership and advice on difficult and complex issues and develops counterintelligence program initiatives to provide the Department with information regarding FIE and insider threats, and the means to identify and mitigate these threats throughout the Department.
  • Manages, supervises, and oversees development, implementation, and oversight of NCITF counterintelligence campaigns and operations as required to help unify the DHS Counterintelligence Program and other IC elements that have counterintelligence equities involved.
  • Provides reports to the DHS Counterintelligence Director (DCID) and other senior I&A personnel on counterintelligence operations, NCITF Campaigns, counterintelligence collection, and counterintelligence functional services; such information, briefings, or presentations may be provided to the Department at the highest level, the National Counterintelligence and Security Council (NCSC), the Office of the Director of National Intelligence (ODNI), the National Security Council (NSC), and Congress, requiring the development products of acceptable quality for such presentation.
  • Masterfully understands the interrelationships among organizations and components of the IC to include providing expert level support to the National Counterintelligence Task Force (NCITF). Understands how one's own work impacts and is impacted by the mission and operations of IC organizations and components and uses this information to maximize contribution to mission accomplishment.
  • Approval authority, in conjunction with the DCID, for DHS regarding membership into the NCITF.
  • Performs other duties as assigned.
