Summary

The Director Nation State Threats Center position is located within the U.S. Department of Homeland Security (DHS), Office of Intelligence and Analysis (I&A), Office of the Deputy Under Secretary for Analysis. I&A specializes in sharing unique intelligence and analysis with operators and decision-makers to identify and mitigate threats to the homeland.



Duties

The Director Nation State Threats Center drives an intelligence program focused on delivering high-quality, timely, and objective intelligence tailored to the needs of homeland security customers. The Director works closely with the IC, DHS, and the full range of federal, state, local, tribal, territorial, private sector, and international partners to integrate all sources of intelligence and operational capabilities to inform tactical and strategic decision-making on countering threats from nation state adversaries.

Specific responsibilities include:

  • Serves as the executive responsible for developing and managing an intelligence program that addresses priorities set by the Secretary, as well as the Director of National Intelligence.
  • Serves as a subject matter expert on threats to the Homeland from nation state adversaries, including counterintelligence, economic security, and other foreign malign influence threats; advises the Deputy Under Secretary for Analysis and other senior leaders on the full range of these threats.
  • Supervises the process for analyzing threats and producing finished intelligence products consistent with I&A and IC standards.
  • Maximizes available resources and effectively advocates for new resources necessary to achieve the mission; ensures resources are applied to top Departmental and I&A priorities; optimizes internal business processes that drive quality outputs and improve effectiveness.
  • Ensures subordinates are adequately trained for their role, providing routine, constructive feedback and professional development, and fostering a collaborative, inclusive, and diverse environment; plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules the completion of assignment; assigns work to subordinates based on priorities, complexity, and the

    capabilities of employees.
  • Manages relevant financial resources and contracts for mission area; monitors and oversees the activities of contractors and ensures that their activities are in compliance with the approved Statement of Work.
  • Represents I&A and DHS at senior-level internal and external engagements and meetings; serves as an information hub and center of gravity for DHS, IC, and other key stakeholders, including state, local, tribal territorial, and private sector partners.
  • Effectively engages with oversight offices and agencies, including Congress; ensures all work meets legal and oversight requirements and protects the civil rights and civil liberties and privacy of US persons.
  • Serves as a corporate I&A resource and cultivates a strong I&A brand; consistently and effectively collaborates with Homeland Security stakeholders to improve the quality of I&A intelligence and customer service.
