Reporting to the Transit Safety Manager the Drug and Alcohol Program Compliance Superintendent will manage all aspects of the King County Drug and Alcohol Testing Program. This includes ensuring compliance with all Department of Transportation (DOT), Federal Transit Administration (FTA), Federal Motor Carrier Safety Administration (FMCSA), US Coast Guard (USCG) and other federal, state and local regulations and laws as well as coordinating with all agencies regarding' King County's Drug and Alcohol Testing Program. Our ideal candidate is a dedicated people leader with experience planning, developing, and administering comprehensive and effective programs subject to regulatory compliance.

This recruitment will be used to fill one (1) Career Service. In addition, this recruitments selection process may be used to generate pool list for future Career Service positions that may occur in this classification. The eligibility pool will be retained for 12 months from the date of posting and may be used at the discretion of the hiring authority.


Job Duties

Applying equity and social justice principles is a daily responsibility and foundational expectation for all King County employees. As a Drug and Alcohol Program Compliance Superintendent, you will also: Manages the King County Drug and Alcohol Program (DAP) which shall include, but not limited to, budget projections and adherence, training, policies and procedures, contractor oversight, auditing and to ensure DOT, FTA, FMCSA, USCG compliance and agency compliance with non-safety sensitive policies.

Understands and ensures compliance with all applicable State and Federal regulations governing workplace anti-drug use and alcohol misuse programs in the transportation industry, including DOT 49 CFR Part 40, as amended ("Procedures for Transportation Workplace Drug and Alcohol Testing Programs"); FTA 49 CFR

Part 655 ("Prevention of Alcohol Misuse and Prohibited Drug Use in Transit Operations"); FMCSA 49 CFR Part 382 (Controlled Substances and Alcohol Testing), USCG 46 CFR

Part 16 (Chemical Testing), USCG 46 CFR part 4 (Marine Casualties and Investigations), DOT 49 CFR Part 29 ("Drug-Free Workplace Act of 1988"). Research and implements required DOT, FTA, FMCSA & USCG regulations regarding drug and alcohol testing through training and program development.

Acts as a Designated Employer Representative of King County to ensure compliance with all applicable DAP regulations. Oversees the daily process of drug and alcohol testing, reporting and compliance, coordinating communication with all entities involved. Coordinate and align DAP related work with other county agencies including Department of Human Resources and Office of Labor Relations (Policy rewrites, contracts, agreements, etc.) and to anticipate and meet their drug/alcohol testing and training needs.

Develop annual work plan for DAP and coordinate with staff to implement. Prepare and/or attend discipline hearings and oversee preparation of documents associated with Drug and Alcohol policy violations. Responsible to ensure that random testing processes are accurate and precise, and that testing goals are met through daily planning and process monitoring.

Oversees management of system to ensure compliance with FTA, FMCSA & USCG random testing rates as well as FTA random testing spread throughout the year, including testing at all hours, days of week and before, during and after performance of safety sensitive function. Ensures that drug and alcohol program managers interpret FTA, FMCSA and USCG regulations and advises management regarding need for testing for accidents, reasonable suspicion return to duty and follow up testing. Works closely with DAP staff and the Substance Abuse Professional (SAP) contractor to ensure all employees returning to duty have complied with 49 CFR part 40 SAP requirements.

Oversees the management of all record keeping functions of the Drug and Alcohol Testing Program in accordance DOT, FTA, FMCSA, USCG and King County requirements. Oversees the compilation of data from program staff which includes summarizing King County's monthly, quarterly and annual test results. Submits data to the designated entities as required.

Provides reports as required to King County departments, Sound Transit, City of Seattle and DAMIS (Drug & Alcohol Management Information System). Advises management concerning updates, changes, and modifications of compliance regulations. Prepare and participate in audits – Triennial Reviews (KC, Sound Transit, City of Seattle), FTA, USCG, FMCSA, WSDOT and LINK SMS oversight.

Oversee the management of audits and monitoring of all vendors and subcontractors responsible for drug and alcohol testing program requirements. Assures Transit Contractors are in compliance with DOT and FTA procedures. Supervise DAP Manager staff

  • Hire, train, assign work, coach, evaluate and discipline staff as needed; provide ongoing performance feedback.

Experience, Qualifications, Knowledge, Skills

Minimum Requirements include: A minimum of three (3) years of experience in a leadership, management, or supervisory role AND one year of regulatory compliance experience OR any combination of experience/education/training that provides the required knowledge, skills, and abilities to perform the work. Knowledge and skill in the application of supervisory and management techniques and principles, leading and developing teams, and coaching employees.

Ability to communicate technical concepts and processes using clear, simple language and visuals. Effective at planning, setting priorities, allocating resources, and managing complex tasks, including coordinating with individuals and teams across the Agency. Ability to identify gaps in processes, gather information from partners, and develop plans to address gaps.

Proficient in fostering collaborative work environments, adept at sharing information, guiding team members, and applying effective conflict resolution skills to achieve positive outcomes. Highly competitive candidates will have (desired, but not required): Experience working in the public sector, in a highly unionized workforce. Bachelor s degree involving major study in Safety, Occupational Health and Safety, Public Administration, Criminal Justice or another related field

Knowledge of and experience applying local, state and federal regulations in compliance with Federal DOT Drug and Alcohol rules. Experience working with or in a DOT federally mandated drug and alcohol program. Required Special Requirements

Washington State Driver License and the ability to travel throughout the county in a timely fashion to places where public transportation may not be readily available. Available on-call to respond to emergency after hours and/or weekend post-accident and/or reasonable suspicion testing requirements issues.
