Duties

The Assistant Director, Office of Law Enforcement (AD-OLE) serves as the primary advisor to the Director on FWS responsibilities in all law enforcement activities that contribute to the protection of plant and wildlife species in accordance with the Endangered Species Act, Lacey Act, Migratory Bird Treaty Act, Indian Arts and Crafts Act, CITES and other Laws, treaties, and regulations in order to ensure the accomplishment of the FWS law enforcement mission. The incumbent represents FWS before Congressional Committees, individual members of Congress, Federal Courts, officials of other Interior Bureaus, other Federal agencies, and officials of State and County governments.

The AD-OLE provides overall leadership and direction for the law enforcement activities for which other public agencies and the general public have a vested interest or legal concern. The incumbent serves as a technical expert in the area of law enforcement to various international agencies and assures the administration of a sound law enforcement program within the FWS. The incumbent's activities have a direct effect on the short and long-term impact of the FWS law enforcement program and contribute substantially to the effectiveness of other Federal, State, and international programs.

    Qualifications

    You must meet all qualification requirements outlined within this vacancy by 11:59 PM (EST) on 04/26/2024 of this announcement.

    Applicants MUST demonstrate progressively responsible leadership that is indicative of senior executive level managerial capability as outlined under Executive Core Qualifications and Technical Qualifications. Typically, experience of this nature will have been gained at or above the GS-15 grade level in the federal service or its equivalent with state or local governments, the private sector, or non-governmental organizations.

    Unless you are currently serving under a career Senior Executive appointment, are eligible for reinstatement into the Senior Executive Service, or have successfully completed a Senior Executive Service Candidate Development Program approved by the OPM and been certified by the OPM, you must submit a narrative statement covering each of the Executive Core Qualifications and Technical Qualifications listed below. Your examples should be clear and concise, and emphasize your level of responsibilities, scope of complexity of programs managed, program accomplishments with results of your actions, policy initiatives and level of contacts.

    The narrative addressing ECQ's must follow the format provided at Narrative statements may not exceed 10 pages for ECQ's; TQ's may not exceed eight (8) pages .

    Technical Qualifications:

    1. Demonstrated executive level experience and ability to lead law enforcement programs in a large, geographically dispersed organization.
    2. Demonstrated executive level experience and ability to collaboratively work across organizational lines, including other federal agencies, state, local, tribal, and foreign governments, businesses, and non-governmental organizations, to implement and manage domestic and international law enforcement programs.
    3. Expert knowledge of, and demonstrated competency in, the application and implementation of laws, regulations, policies, and procedures related to the conservation and preservation of wildlife and natural resources.
    4. Demonstrated executive-level experience implementing security, intelligence, and emergency management operations.
