Job Summary

The Federal Retirement Thrift Investment Board is seeking a highly qualified and motivated individual to serve as the Chief Information Officer. This position is responsible for leading the organization's technology strategy and implementing initiatives to improve the efficiency and performance of agency technology systems, services, and business processes.

Key Responsibilities
  • Advising the Executive Director and Chief Operating Officer on technology services
  • Leading long-term technology strategy and planning
  • Developing and implementing strategies and tactics that improve the efficiency and performance of agency technology systems, services, and business processes aligned with industry best practices
  • Managing and administering a strong cybersecurity posture
  • Prudent and timely implementation of applicable technology mandates, regulations, policies, and standards
Requirements
  • U.S. Citizenship is required
  • All qualification requirements must be met by the closing date of the announcement
  • Probationary Period: One-year probationary period for initial SES appointment
  • Males born after 12/31/1959 must be registered for Selective Service
  • Selectee must complete and submit a confidential financial disclosure as a condition of employment
  • Background Suitability Investigation: Continued employment is contingent upon satisfactory completion of a background investigation and the granting of a federal suitability or security clearance
  • Position is designated special-sensitive and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI)
Qualifications
  • As a basic requirement for entry into the Senior Executive Service, applicants must provide evidence of progressively responsible leadership experience that is indicative of senior executive level managerial capability and directly related to the skills and abilities outlined under Mandatory Technical Qualifications and Executive Core Qualifications
  • Experience of this nature will have been gained at or above the GS-15 grade level in the Federal service or equivalent
  • To meet the minimum qualification requirements for this position, you must show in your resume that you possess the five Executive Core Qualifications (ECQs) and the Mandatory Technical Qualifications (MTQs) listed below

  • ECQ 3 - RESULTS DRIVEN: This core qualification involves the ability to meet organizational goals and customer expectations
  • ECQ 4 - BUSINESS ACUMEN: This core qualification involves the ability to manage human, financial, and information resources strategically
  • ECQ 5 - BUILDING COALITIONS: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals
Mandatory Technical Qualifications (MTQs)
  • Experience managing large IT transformation initiatives
  • IT expertise and experience providing technology vision, leadership, management, and direction to IT staff or the development and implementation of technology initiatives and the continuous delivery and operation of the organization's integrated information and technology systems in support of business operations
  • Experience in acquisition and management of mission-critical IT or equivalent products and service contracts, particularly performance-based or managed services
