Duties

Under the Merchant Mariner Licensing and Documentation (MMLD) Program, a Coast Guard Program with national impact, approximately 60, 000 individuals apply for merchant mariner credentials each year. The incumbent(s) manage the operations and functions of one of seventeen Regional Examination Centers, providing advisory services and administration for merchant mariner credentialing program. Position provides technical and advisory services, and are responsible for administration of the merchant mariner credentialing program in their assigned regions.

  • Providing technical and administrative supervision for civilian employees (GS-05 to GS-11). Providing supervision to the unit staff, including the user fee collection team, merchant mariner application processing/customer service team, the merchant mariner examinations team, and the course oversight team. The employee coordinates daily occupational activities of workers, monitors the work and provides direction, guidance and training. Planning, scheduling and directing the workload and is held accountable for the quality, quantity and timeliness of the work of subordinates; directing/providing on-the-job training as needed.
  • Carrying out Equal Employment Opportunity (EEO) policies and communicates support of these EEO policies to subordinates. Cooperating and participating fully in the development of an EEO plan and efforts regarding staffing, motivation and training to develop all employee; coordinating efforts with EEO officials during the development and execution of policies affecting civilian personnel.
  • Monitoring the national merchant marine credentialing program to ensure technical soundness and conformity with applicable statutes and regulations. Analyzing, modifying, developing, and evaluating basic policies and procedures to facilitate REC operations and implements changes to promote efficiency of operations.
  • Maintaining continuing productive liaison with officials of shipping companies, maritime unions, and federal, state, or municipal agencies. Incumbent works with Coast Guard personnel to foster an understanding of, and cooperation with, Coast Guard licensing policies and processes and to identify and resolve recurring problems. Advising and assisting in interpreting matters concerning the laws, rules, and regulations pertaining to the program. Exercising exceptional tact and diplomacy and sensitivity. Monitoring the effect and effectiveness of applicable laws and regulations; and preparing recommendations for amendment, revision, or initiation based upon industry and Coast Guard needs.
  • Supervising the adjudication of problems related to the submission and/or review of applications for licenses and documents for both deck and engineering positions, including original and duplicate licenses or documents. Interviewing applicants after reviewing completed individual files to ensure accuracy and completeness. This review must be carried out to the depth considered necessary by the incumbent to discharge his/her responsibility for completeness. This process ensures an accurate evaluation of service and satisfies the Coast Guard that the applicant possesses the practical experience needed before being given a written examination.
