Main Purpose of Job

The main purpose of this position is to serve as the Director of Legislative and Government Affairs for the Maryland Military Department. This position is responsible for initiating and coordinating actions on behalf of the Adjutant General (TAG). This position is responsible for recommending actions for consideration of the Adjutant General and reports directly to the Deputy Adjutant General.\r

This is a Political Special Appointment position and serves at the pleasure of the Appointing Authority.\r

POSITION DUTIES

The selected candidate for this position will serve as the primary liaison on behalf of the TAG, to fulfill Legislative and Public Affairs duties with various State and Federal level agencies and offices. This position will provide supervision to the Admin Program Manager I. This position will take the lead role in developing the departments legislative package, review fiscal impact statements for pending legislation, prepare and review legislative letters, and compose agency testimony.\r

Position Duties include but are not limited to:\r
\r
\r
 Manages the operations of the Legislative and Government Affairs office.\r
 Confers with other administrative officials, program heads and staff.\r
 Advises departmental officials regarding administrative practices, procedures and policies.\r
 Directs and coordinates responses to legislative matter inquiries and fiscal notes.\r
 Prepares manuscripts, correspondences and other documents.\r
 Maintains important and confidential records, schedules and financial accounts.\r
 Maintains regular contact with elected officials and their staff, committee staff and counsel, and takes responsibility for responding to legislative inquiries from individual stakeholders and lobbyists.\r
\r

MINIMUM QUALIFICATIONS

Experience: 8 years of professional experience. Four (4) years of professional experience in public information, public relations, government relations, and legislative affairs and four (4) years of professional experience in management work involving the areas of legislation, public relations, and policy.\r
\r

1. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and four (4) years of professional experience involving public information, public relations, government relations, and legislative affairs.\r
\r

2. Candidates may substitute the possession of thirty graduate credit hours from an accredited college or university in the fields of Public Administration, Political Science, Public Policy, Law, or a related field and two (2) years of professional experience involving public information, public relations,government relations, and legislative affairs.\r
\r
\r
3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required experience.\r

DESIRED OR PREFERRED QUALIFICATIONS

 Strong understanding of State legislative and budget processes and procedures.\r
 Excellent written and verbal communication skills.\r
 Ability to build and maintain effective relationships with internal and external organizations,departments and agencies.\r
 Demonstrated experience developing and implementing policy initiatives.\r

LIMITATIONS ON SELECTION

This position will require the ability to pass a State & Federal background check to access military facilities within the state of Maryland. Being able to access these facilities is a condition of employment for this position.\r

Must be able to pass a Federal background for CAC access to federal computers.\r

Employees in this classification may be assigned duties which require the operation of a motor vehicle.�Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland with less than 5 points to operate a state vehicle.\r
