Main Purpose of Job

The Admin Officer serves as the office manager supporting various units within the Maryland Higher Education Commission (MHEC), ensuring efficient office operations and customer service delivery. This role plays a critical part in handling cash receipts, managing invoices, procuring goods and services, assisting with payroll operations, and maintaining inventory. Additionally, the incumbent serves as the primary point of contact for public inquiries and facilitates communication within the agency.\r

POSITION DUTIES

The\r
Admin Officer serves as the office manager supporting various units within the\r
Maryland Higher Education Commission (MHEC), ensuring efficient office\r
operations and customer service delivery. This role plays a critical part in\r
handling cash receipts, managing invoices, procuring goods and services,\r
assisting with payroll operations, and maintaining inventory. Additionally, the\r
incumbent serves as the primary point of contact for public inquiries and facilitates\r
communication within the agency.\r

Handle cash receipts\r
reconciliation, manage the destruction of old deposited checks, answer and\r
route calls, respond to inquiries from students and stakeholders, and\r
assist in agenda materials preparation.\r
Manage MHEC invoice email\r
box, track and reconcile invoices, investigate payment statuses, and\r
ensure timely processing of invoices.\r
Procure supplies and\r
equipment, and manage reservations for work-related travel and training in\r
compliance with state policies.\r
Handle the mailroom's\r
efficient operations, including receiving, sorting, distributing, and\r
processing incoming and outgoing mail and packages. \r
Assist in processing regular\r
and contractual payroll, participate in fiscal year-end closeouts, and\r
attend payroll meetings in the absence of the timekeeper.\r
Maintain physical inventory,\r
manage property disposal, and oversee fixed assets.\r
Perform other duties as\r
assigned by supervisors.\r

MINIMUM QUALIFICATIONS

Education:�� Graduation from an accredited high school or possession of a high school equivalency certificate. \r
Experience:�One year of administrative staff or professional work. \r
Notes:\r
1. Candidates may substitute 30�college credit hours from an accredited college or university for�the required experience.\r
2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included�regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required�experience. \r

DESIRED OR PREFERRED QUALIFICATIONS

Experience using accounting\r
software systems such as ADPICS and FMIS.\r

Experience with mailroom operations, supplies and equipment, invoice processing\r

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.\r
