The primary purpose of this position is to broaden the skills and/or enhance the leadership perspective of an identified high-potential, mid-level manager/executive; it is not a continuing position, assignment duration is NTE 36 months.


Responsibilities DUTY 1:
Performs career broadening assignments in the development, analysis, and maintenance of program information. Researches information, collects data, develops and presents proposals on the full range of Force Support issues. Develops and monitors applicable statistical data to track and measure program effectiveness.

Collaborates with subject matter experts to establish Specific, Measurable, Applicable, Relevant, and Timely (SMART) metric systems to analyze, identify, and maintain squadron efficiencies and effectiveness.

Provides defined courses of action to squadron leadership and facilitates implementation.

Develops and establishes priorities, objectives, goals and marketing strategies to ensure programs remain responsive to the needs of the in-garrison and contingency customers.

Findings, recommendations, and decisions on functional issues influence processes and procedures used across the A1-Enterprise.

Establishes, defines, and implements requirements for assigned flight to ensure operations are in line with regulatory and fiscal requirements, support goals, and mission requirements.

DUY 2: Performs career broadening assignments involving researching, analyzing, understanding and implementing Squadron-wide programs.

Develops, monitors, and analyzes applicable statistical data to track operating programs, evaluate their effectiveness and applicability to strategic goals, and plan improvements.

Responsible for preparation, management, execution, and fiscal oversight of the flight's budget. Develops capital improvement, short- and long-range plans; secures and maintains equipment, facilities, and supplies. Keeps senior management informed of progress of programs and advises of any significant developments that may impact plans.

Ensures current and proposed unit training, readiness, and plans management strategies agree with DoD, Air Force (AF), and command directives.

Oversees the Unit Training Manager's (UTM) development of a squadron training plan, which includes all formal, ancillary, and FSS-specific military, Appropriated fund (APF), and Non-appropriated fund (NAF) civilian training.

The plan includes but is not limited to Home Station Readiness Training (HSRT), Career Development Courses (CDC), On the Job Training (OJT), and Customer Service training for civilians and military members.

DUTY 3: Conducts, leads, and/or participates in studies to improve assigned programs. Designs comprehensive Manpower, Personnel & Services studies characterized by boundaries that are broad and difficult to determine in advance. Defines problems and identifies relationships.

Tracks functional resource requirements and allocations; performs integrated, independent analyses of issues across functional and appropriation lines; proposes solutions at the appropriate level for resolution.

Plans, organizes, analyzes, reviews and carries out annual and multi-year program and budgeting in support of the program administrative and management requirements.

Develops detailed plans, goals, and objectives that align with DoD, AF, and MAJCOM strategic plans, goals, and objectives. Determines the kind of information needed and secures or develops data. Establishes milestones, goals, and objectives to include ensuring key players will move toward project accomplishment. Develops, interprets, and analyzes data extracts and reports from automated databases. Gathers, compiles, and analyzes data from other sources. Evaluates and determines quality of information, assesses impacts, and arrives at conclusions. Determines if there is corrective action to be taken and coordinates recommendations with appropriate personnel. DUTY 4: Represents the Force Support Squadron with a variety of installation and functional area organizations.

Establishes, develops, and maintains effective working relationships with other base organizations, senior leadership, representatives from other military services, Department of Defense (DoD) agencies, and other related civilian organizations regarding services provided.

Meets with key customers and coordinating officials to assess customer satisfaction, explain organization policy and procedures, and resolves significant problems that arise.

Ensures subordinate units provide customer guidance and training. Participates in special projects and initiatives and performs special assignments. Identifies the need for special projects and initiates milestones and goals.

Enhances unit identity and cohesion by participating in squadron events, such as physical training, booster club, dinners, hails and farewells, and other base wide events.

Evaluates reports by analyzing facts and performing appropriate research and prepares detailed responses. Determines appropriate recommendations for unresolved or questionable problems and performs follow-up. Researches and determines or recommends appropriate actions or interpretation of issues that impact organization, installation, command, or agency.

Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.


SPECIALIZED EXPERIENCE:

Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled.

To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.

Applicants who have the 1 year of appropriate specialized experience, as indicated in the table, are not required by this standard to have general experience, education above the high school level, or any additional specialized experience to meet the minimum qualification requirements.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS)

POSITIONS:

Applicants must have served at least 52 weeks at the GS-12 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral.

TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.


KNOWLEDGE, SKILLS AND ABILITIES (KSAs):

Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Thorough knowledge of a wide range of manpower, personnel, education, family & readiness, instructional systems, and/or services operations, directives, administrative functions of programs, and procedures.

Knowledge of budgetary, and resource management practices and principles. Skill in gathering, assembling, and analyzing data/facts, developing conclusions, identifying trends, developing alternatives/solutions, and making recommendations to resolve problems.

Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources.

Ability to communicate effectively both orally and in writing; to maintain good working relations; motivate and guide others toward goals accomplishment; and to properly package briefings, papers, or reports suitable for management use and decision-making.


Education Additional Information PCS restrictions:

An employee selected to make a PCS to a Career Broadening assignment is restricted from making a second PCS for 12 months.

Defense National Relocation Program may or may not be authorized.

Tax Law Impact for PCS:

On 22-Dec-2017, Public Law the "Tax Cuts and Jobs Act of 2017" suspended qualified moving expense deductions along with the exclusion for employer reimbursements and payments of moving expenses effective 01-Jan-2018 for tax years 2018 through 2025.

The law made taxable certain reimbursements and other payments, including driving mileage, airfare and lodging expenses, en-route travel to the new duty station, and temporary storage of those items.

The Federal Travel Regulation Bulletin (FTR issued by General Services Administration (GSA) has authorized agencies to use the Withholding Tax Allowance (WTA) and Relocation Income Tax Allowance (RITA) to pay for "substantially all" of the increased tax liability resulting from the "2018 Tax Cuts and Jobs Act" for certain eligible individuals.
