Duties

Work with electronic publishing products/programs (EPP), which include electronic forms (E-forms), compact disk read-only memory (CD-ROM) products, Official Organizational Websites, and electronic publishing databases (EPD). Assist in the development of Department of the Army (DA) policies, procedures, guidelines, and standards for (EPP) development and production. Visit proponent agencies to gather data, to provide staff assistance, and to assure compliance with regulatory guidance. Provides technical advice and consultation to staff, operating officials and proponents on program matters. Plan, organize, and conduct special projects, as assigned or identified on own initiative, to improve overall program operations. Review and analyze requests for EPPs received from the assigned functional area(s). Based on a working knowledge of a complete automated publications system, incumbent must intelligently and effectively design, develop, and control the use of EPPs prescribed for the system. Provide assistance to team members in support of Army-wide publications design/standardization.

Specialized Experience GS-09: One year of specialized experience which includes analyze guidance or regulations provided on electronic publishing products; assist with design or production of electronic based forms or websites; and draft a variety of correspondence, utilizing online databases or automated systems. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Administrative/Business Management.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.Specialized Experience: One year of specialized experience which includes [insert examples of specialized experience]. Specialized Experience GS-12: One year of specialized experience which includes identify issues affecting the creation of electronic publishing program; monitor or review electronic publishing program criteria to improve program effectiveness or efficiency; and analyze complex electronic publishing program challenges and provide practical solutions.. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

This recruitment provides promotion opportunity to the target grade of the position without further competition when selectee is eligible and recommended by management.
