About the Position: This position serves as Chief Counsel for the Department of the Army Criminal Investigation Division (CID) and is located at Quantico, VA.

Duties
  • Serve as Chief Counsel, reporting to the Director, Department of the Army Criminal Investigation Division (CID) and under technical oversight of the Army General Counsel.
  • Oversight of all legal support services across Criminal Investigation Division (CID).
  • Supervises subordinate practitioners and personally provides legal advice and assistance on all facets of legal support executed within the National Security Law Practice Group.
  • Legal support to military and civilian special agents assigned worldwide in the conduct of felony-level criminal investigations of potential violations of the Uniform Code of Military Justice, federal criminal statutes, and potential war crimes.
  • Provides advice on the authority of special agents to conduct criminal investigations both domestically and abroad as well as the development and implementation of specialized investigative techniques.
  • Coordinates with military and civilian prosecutors in the development and exploitation of investigative leads, collection and custody of evidence, and direct support to prosecutions in military, state, and federal courts.
  • CID is responsible for implementing the Department of Defense (DoD) procurement fraud investigatory effort. Provides expert legal advice on all procurement and general economic fraud crimes throughout DoD.
  • CID provides support guidance and expertise in the investigation of worldwide felony investigations involving the use of computers and other technology as well as providing capabilities for Force protection from computer-based crimes.
  • Conduct classified, worldwide criminal investigations into war crimes and terrorism committed by foreign militaries and violent extremist organizations.
  • Supervises subordinate practitioners and personally provides legal advice and assistance on all facets of legal support executed within the Administrative and Military Law Practice Group.
  • Responsible for providing legal guidance and staff supervision on all information or documents requested under the Freedom of Information Act.
  • Serves as Senior Ethics Counselor for CID. Oversees the provision of standards of conduct advice; conducts command standards of conduct training programs.
  • Provides oversight, legal advice, and assistance on adverse administrative actions against military personnel that do not involve the exercise of command authority under the Uniform Code of Military Justice.
  • Serves as the foremost expert in forensic science and biometric support, services are provided not only throughout the Department of the Army, but across the Department of Defense as well as periodic support to other federal and non-federal agencies.
  • Supervises subordinate practitioners and personally provides legal advice and assistance on all facets of legal support executed within the Civil Law Practice Group.
  • Provides legal advice to Director, CID and senior staff officials on matters relating to the administration of civilian personnel and contractor employees.
  • Provides legal advice to the Assistant Director, Army Crime Records Center and Headquarters, Department of the Army Officials on substantiated criminal offenses committed by commissioned officers in the zones of consideration for promotion.
  • Exercises technical and administrative supervision over assigned employees involved in various fields of law. Establishes objectives, milestones, and overall strategy in conjunction with subordinates.
  • Assigns work to subordinates based on subject matter, priorities, selective consideration of the difficulty and requirements of the assignment, and the capabilities or specialized expertise of employees.
