Summary This vacancy will be filled in the Justice Prisoner and Alien Transportation System at the following location: Oklahoma City, OK The selectee of this position serves as a Supervisory Aviation Enforcement Officer.

You will be responsible for Supervising the JPATS Aviation Enforcement Officer Program.

Responsibilities As a Supervisory Aviation Enforcement Officer at the GS level, some of your typical work assignments may include:
Planning the work to be accomplished by staff; establishing priorities; evaluating performance; and identifying developmental needs of staff. Reviewing the Aviation Enforcement Officer Program and recommending changes to ensure it is operating efficiently and effectively. Ensuring that all required documentation is properly completed for flights.

Enforcing the compliance of USMS directives, policies, and procedures while escorting, transporting, and securing prisoners/detainees, as well as state, local, and military prisoners onboard JPATS aircraft.

Ensuring the security and safety of the prisoners/detainees on JPATS flights.

Ensuring that the prisoners/detainees are relinquished into the appropriate custody and that all personal belongings, documents, and official records are appropriately transferred.

Requirements Conditions of Employment Must pass a pre-employment security investigation and drug screening. This is a Testing Designated Position and is subject to random drug testing. May be required to successfully complete a trial/probationary period. May be required to successfully complete a supervisory probationary period. You must meet all qualification requirements by the closing date of this announcement. Status candidates must meet time-in-grade requirements (52 weeks at the next lower grade level). Must be able to obtain and maintain a favorable determination of suitability for a Public Trust position. Must attend and successfully pass the FLETC enforcement officer training course. A valid driver's license is required. Must be proficient in the use of firearms, including handguns, rifles, and shotguns. Must be proficient in the use of all USMS less than lethal devices, including the X26 Taser. Must attend, pass and maintain yearly certification in a rigorous aviation safety and survival training program. Must obtain an official government passport. Qualifications GS-12

TIME IN GRADE REQUIREMENTS:
Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 grade level is required to meet the time-in-grade requirements for the GS-12 grade level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted).

You may qualify at the GS level, if you fulfill the following qualifications: 1.

Specialized Experience:

One year of specialized experience equivalent to the GS-11 grade level which includes: Conducting pre-flight briefings for Aviation Security and Enforcement staff; escorting, transporting, and securing prisoners or detainees onboard aircraft; conducting the transfer of prisoners to assure they are relinquished into the appropriate custody; adhering to directives, policies, and procedures while escorting, transporting, and securing prisoners; and effectively serving as Aviation Enforcement Officer in Charge on JPATS missions.


AND Possession of the following competencies:

Leadership:
Interacts with others to influence, motivate, and challenge them

Detention:
Knowledge of the policies and procedures for detaining criminal suspects including processing, fingerprinting, detention requests, informing detainee of charges, and transportation

Restraint and Self Defense:
Knowledge of techniques and methods used to restrain hostile individuals, including the models and guidelines on appropriate level and nature of force for self-defense

Transportation:
Knowledge of principles and methods for moving people or goods by air, rail, sea, or road, including costs and limits

LAUTENBERG AMENDMENT:
This position requires the incumbent to carry a firearm.

Any person who has been convicted of a misdemeanor crime of domestic violence cannot lawfully possess a firearm or ammunition (Title 18, U.S.C., Section 922(g)(9)).

A 'misdemeanor crime of domestic violence' is generally defined under the statute as any offense involving the use or attempted use of physical force, or the threatened use of a deadly weapon, committed by the victim's current or former domestic partner, parent, or guardian.

The term 'convicted' as defined in the statute, excludes any person whose conviction has been expunged, set aside, or pardoned, or any person whose civil rights have been restored unless the pardon, expungement or restoration of civil rights expressly prohibits the possession of firearms or ammunition.


AGE RESTRICTION:
This position is covered by the law enforcement officer retirement provisions of 5 U.S.C. 8336(c) and 5 U.S.C. 8412(d).

Applicants for this primary law enforcement position must be at least 21 years old AND not have reached their 37th birthday upon appointment to this position unless there is sufficient prior Federal service in a covered primarily law enforcement or firefighter position to permit retirement on or before the mandatory retirement age for these types of positions.

Medical Examination:

An applicant tentatively selected will be required to undergo and pass a thorough medical examination prior to a final offer of employment.
