The Program Analyst for Space and Missile Defense (SMD) is responsible to the Director SMD for managing and analyzing the Space Control portfolio across the Department and in coordination with the Intelligence Community (IC).


Incumbent typical work assignments may include the following:

Serves as Director SMD's Space Control capabilities portfolio manager responsible for all DoD space domain awareness, command and control, offensive space control, defensive space control, and mission assurance activities.

Manages and analyzes the space control portfolio across the Department and IC to assess cost, schedule, performance, technical, security, policy and integration risks.

Leverages Department-wide data to identify capability and mission thread gaps across Services, Defense Agencies, and IC, and works with these and other organizations to address these gaps.

Conducts portfolio management and mission thread analyses within the Department's Space Control portfolio. Develops quantitative and qualitative measures of performance or effectiveness, tied to factors impacting operational mission success.

Carries out systemic analysis of acquisition issues to identify causal factors contributing to capability delivery problems and to ensure effective integration efforts across DoD components, and with the IC, to synchronize critical Space Control capabilities.

Develops, coordinates, and oversees acquisition approaches supporting Major Defense Acquisition Programs (MDAPs), software acquisition pathway, related non-program specific capabilities, and tailored highly classified program management activities.

Advises senior leadership on the full range of Space Control system(s) modernization and sustainment programs.

Prepares and presents results of independent analysis and assessments to Office of the Secretary of Defense (OSD), Joint Staff, military departments and IC.

In those programs within the SSIPM portfolio for which USD(A&S) is the MDA, supports the Director SMD and DASD(SSIPM), in providing milestone decision/portfolio management support to the ASD(A) and USD(A&S).

Reviews and analyzes technical maturation and risk reduction, development, and production programs to reduce execution risks and determine affordability.

These assessments include cost estimates, technical maturity, risk mitigation plans, program management, testing, industrial base, sustainability, program protection, cyber security, and manufacturing considerations.

Ensures compliance with policies governing defense acquisition, testing, classification, employment, prototyping, and competition.
Prepares staff packages for Director of SMD and DASD(SSIPM) as required.
Supports the Department's strategic reviews as directed with analysis of assigned portfolios and programs capabilities and gaps. This includes recommendations on trade-offs among programs in portfolios.

Assesses information and integration portfolio performance in support of OUSD(A&S) participation in OSD Program and Budget Reviews and in support of Congressional reporting requirements.

Prepares studies and analyses as required to support Congressional requirements and to enhance the performance of aforementioned duties.

Reviews the annual DoD authorization and appropriations acts, and any relevant special legislation for provisions which specifically and directly affect his or her assigned acquisition program areas.

Advises OUSD(A&S) leadership and takes actions to ensure that the Department complies with applicable statutes within his or her area of responsibility.

Ensures that OUSD(A&S) leadership is aware of Congressional non-binding advice or guidance, and presents options for compliance with Congressional requests.

Develops reports and Congressional responses for assigned Space Control programs and portfolio.
Manages security compliance to maintaining accreditation of the DASD(SSIPM) SAP Facility (SAPF) and leads readiness for security inspections.

Serves as DASD(SSIPM) ASR and SAPF manager for requesting and verifying SAP accesses, working with service desk to maintain office SAP networks, and serves as office liaison with DSD SAPCO on security policy and implementation.

Review, track, and monitor security clearance processing activities with appropriate government personnel to achieve appropriate clearance actions.
