As a full performance General Attorney, you will:


Serve as a subject-matter expert in the processing of formal Equal Employment Opportunity complaints, including conducting legal research and analysis related to difficult and complex questions or issues involving Title VII of the Civil Rights Act of 1964, as amended, the Rehabilitation Act of 1973, the Age Discrimination in Employment Act, the Equal Pay Act of 1963, the Genetic Information Nondiscrimination Act of 2008, and related civil rights laws, Executive Orders, and regulations.

Serve as an advisor and consultant across organizational lines to other Equal Employment Opportunity/civil rights professionals/personnel at Department of Energy Headquarters, Field Sites, and Power Marketing Administrations.

Prepare legally sound notices of acceptance/dismissal, final agency decisions, briefs, memoranda, and reports outlining the facts and legal issues involved, and the legal principles and precedents that apply; conduct legal and factual sufficiency reviews of investigative plans and reports of investigation in Equal Employment Opportunity complaints; develop recommendations for resolution of issues and conflicts; and devise legal solutions on cases that require a high order of original and creative thinking and for which no precedent, law, or decision is directly controlling.

Ensure that those recommendations are consistent with the intent of the law and are administratively sound, effective, and economical in operation.

Utilize subject matter knowledge of EEO/Civil Rights laws, Executive Orders, directives, regulations, and decisions and rulings of the court in furnishing substantive advice (i.e., policies, procedures, regulations, and complex questions of substantive and procedural law) to the Chief, Civil Rights Division, Deputy Director, Office of Civil Rights and EEO, and Director concerning the Department's EEO requirements and EEO complaint process.
