Duties

The Department of Homeland Security (DHS) Case Management Pilot Program (CMPP) provides voluntary case management and other services to?noncitizens enrolled in U.S. Immigration and Customs Enforcement (ICE) Alternatives to Detention programs. The program is managed by a National Board chaired by the DHS Officer for Civil Rights and Civil Liberties and comprised of nonprofits with experience providing and evaluating case management programs for immigrants, asylees, and refugees.

Alternatives to Detention is an important tool used by DHS for individuals and families as they await the outcome of immigration proceedings. This new congressionally directed pilot will supplement existing Alternatives to Detention programs run by ICE and will inform best practices moving forward.

CMPP funds are awarded to nonprofit organizations and local governments through the National Board, similar to the Federal Emergency Management Agency's Emergency Food and Shelter Program. CMPP services include, among others: mental health services; trafficking screening; legal orientation programs; cultural orientation programs; connections to social services; and departure planning and reintegration services for individuals returning to their home countries.

The employee selected for this temporary supervisory DHS JDP assignment will partner with FEMA, PRIV, ICE, and subject matter experts to ensure the execution of CMPP. Additional responsibilities are, but are not limited to, the following:

- Assist in the structuring of CMPP. To include creating a framework for the program, assisting with hirings, and managing funds. This will include high level strategic planning, as well as implementation of the program, to include creating position descriptions, managing hirings, creating Performance Work Plans, and supervising a large group.

- Work with the SES running the program, as well as the Deputy Officer for Programs & Compliance to ensure goals are met.

- Liaise with FEMA, PRIV, and ICE will be critical. Negotiating operational roles and duties while building relationships at a high level to ensure program success.

- Manage the CMPP budget (at CRCL).

- Prepare for OMB and Congressional briefings and attend them as needed.

- Ensure accountability that CMPP meet its programmatic milestones, including a tight timeline to start operations.

- Lead the employees by defining their roles, interactions, and creating a community.

  • Must NOT have any pending/outstanding disciplinary actions
  • Must have achieved a minimum of "meet expectations/proficiency" on latest performance appraisal/evaluation
  • Must be currently at the grade level of the detail. *No Temporary Promotion Opportunity*
  • The program does not apply to members of the Military service or contractors.

  • Complete the DHS Training Course 15 days prior to the arrival to the JDA.
  • Complete the DHS Joint Duty Assignment Progress Plan to include:
    • Phase 1: Establish assignment objectives within the first 30 days of the JDA.
    • Phase 2: Complete a self-assessment of the duties performed at the mid-point of the JDA.
    • Phase 3: Complete a final review within the last 30 days of the JDA.
