Summary

This position is for the Supervisory Accountant for the Bay Pines VA Healthcare System. The position has primary responsibility for establishing and maintaining a complex integrated system of financial system and services which contributes to the effective management control over the facility operations. At a minimum, these services include financial accounting, internal controls, voucher audit, and active participation in the overall financial analysis and reporting of the medical center.



Duties

Duties consist of the following, but are not limited to:

  • Serves as the Chief for the Accounting and Voucher Audit sections within Fiscal Service.
  • Provides leadership in the financial arena through demonstration of knowledge and skill in multiple areas including accounting procedures, financial analysis, systems evaluation and supervisory control.
  • Assigns work to functional staff members in accordance with established organization mission and functions, workload, fluctuations and personnel availability.
  • Defines and interprets government policies, procedures and regulations.
  • Provides financial advice and renders decisions on problems that are based on Generally Accepted Accounting Principles (GAAP), medical center policy, and VA Directives and handbooks.
  • Reviews operating procedures and policies with respect to the desired performance objective of management.
  • Advises management of operating areas at risk of not achieving desired performance and recommendation corrective actions.
  • Develops or directs the development of new or changed internal operating procedures and instructions.
  • Ensures the following are accurate and timely: monthly reconciliations, obligations (2237 and 1358's), capitalization of fixed assets, audit responses, reviews of cost strings, monthly accruals, and VISN requests.
  • Performs personnel management functions to include planning work to be accomplished by subordinates.
  • Coaches and trains subordinates as needed to ensure they can accomplish their assigned duties.
  • Assigns and reviews work daily, weekly or monthly; ensures production and accuracy requirements are met, approves leave and recommends performance standards and ratings.
  • Sets and adjust short-term priorities and prepares schedules for completions of work by subordinates.
  • Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments and capabilities of employees.
  • Evaluates work performance of subordinates.
  • Advises, counsels or instructs the employees on both work and administrative matters. Interviews candidates for vacant positions and recommends appointments, promotions, or reassignment to such positions.
  • Hears and resolves complaints and determines if it should go to a higher level supervisor or manager.
  • Effects minor disciplinary measures such as warnings and reprimands and recommends other actions in more serious cases.
  • Identifies developmental and training needs of employees; providing for or arranging for needed development and training.
  • Supervises complex analysis and evaluations related to all aspects of accounting, performance management, management control, and risk management.
  • Provides solutions to control and reporting problems; and recommends action required to improve operating program effectiveness and maintain the integrity of financial and accounting information.
  • Initiates and coordinates reviews that typically involve complex highly integrated accounting and operational problems.
  • Reviews generally address technical problems such as system integrity, adequacy of service and compliance with accounting principles as well as legal and regulatory requirements.
  • Works with senior level program managers to address and resolve financial management problems and issues.
  • Develops, coordinates and publishes financial guidelines, directives and procedures; and provides guidance.
  • Determines management information requirements; makes recommendations; and develops and monitors financial and operational systems and programs to assist the serviced managers in fulfilling their responsibilities and ensuring the efficient use of financial resources. Verifies proper use of funds; and monitors status of financial activity to preclude or detect violations of government statues or other funding limitations.
  • Applies a comprehensive knowledge of analysis/reporting requirements, work processes, and data produced to resolve; significant travel, agent cashier and other voucher audit problems.
  • Identifies and acts upon problem areas that may result in changes to existing systems; provides solutions to internal control and reporting problems; and recommends action required to improve operating program effectiveness and maintain the integrity of financial information.

Work Schedule: Monday-Friday 8:00am-4:30pm
