Main Purpose of Job

The Assistant Secretary of Community Resources is a new multifaceted position with responsibilities that\r
impact a broad range of youth-focused services with the primary goal of leading all activities to develop,\r
support, implement, manage, monitor and improve a robust continuum of services, supports and\r
opportunities for all youth who come into contact with the Department of Juvenile Services. The continuum\r
includes all contracted, granted, leveraged and brokered services provided to Children in Need of\r
Supervision (CINS), youth under pre-court (diversion) supervision, youth involved in detention or detention\r
alternatives, community supervision (probation and aftercare), and services for youth who have been court ordered into a private or state-operated out-of-home placements. This position concentrates on creating a\r
well-rounded approach to the provision of youth-focused services, consistent with public safety needs, yet\r
addresses youths' needs and contributes to their social development in the least restrictive environment. A\r
focal point of the Assistant Secretary position is the development of partnerships with DJS youth, families,\r
staff and other community partners to create and implement a framework for a community-based continuum\r
of care grounded in the principles of positive youth development that encompass a range of services,\r
supports and opportunities, including, but not limited to, mentoring; life-coaching; work experience; job\r
exploration, development and placement; vocational training; high school diploma and GED preparation;\r
connections to post-secondary education; tutoring; substance abuse and mental health services; individual\r
and family counseling; recreation and sports; arts and music; civic engagement and service; positive peer\r
interactions; leadership development; self-advocacy; housing; transportation; and child care assistance.\r
\r
\r
The Assistant Secretary and team will also be responsible for coaching, supporting and monitoring DJS\r
Regional and Local Resource staff in the development of local continua of care consistent with the state\r
framework in each region and county that reflect local needs, capacity and resources and is informed by local\r
stakeholders, including impacted youth and families.�\r
\r
\r
The Assistant Secretary will also manage the Workforce Development Unit, the Placement Unit, the\r
Licensing and Monitoring unit and the Contract Management Unit.\r

MINIMUM QUALIFICATIONS

\r
Education:�A Bachelor's degree in the social or behavioral sciences, public or business administration,�economics, political science, or criminal justice from an accredited four-year college or university.\r
\r
\r
Experience:�Seven years of relevant experience developing, managing and/or monitoring community-based services, support and opportunities�for youth, especially justice-involved youth and/or emerging�adults.�\r
\r
\r
Note:�Candidates may substitute possession of a relevant master's degree and two years of the required experience.\r
\r

SELECTIVE QUALIFICATIONS

Three years of senior�management experience is required.\r
