Main Purpose of Job

The main purpose of this full-time contractual position will be to function as a technical representative for the System Liaison Services Unit; providing services for the security monitors and mainframe users of Medicaid within the Health Department, MHBE, and MMIS.\r

This position will function as a programmer and technical representative troubleshooting special projects for the System Liaison Services Unit – Team B and provide special programming and troubleshooting services for the users of the SLS Tracking System and the provider communities of Medicaid.\r
\r
\r
In addition, this position will require:\r
\r
\r
Excellent communication skills, both written and verbal and the ability to respectfully communicate with users to gather information and troubleshoot problems\r
Strong technical troubleshooting support\r
\r
\r
\r
\r
NOTICE: This position is telework eligible (possibly hybrid telework; teleworking is an option to be determined case by case).\r

MINIMUM QUALIFICATIONS

Experience:�Five years of�experience, one year of experience designing, developing, testing, implementing and maintaining applications systems and programs using�generally accepted computer programming languages or other developmental tools and an additional four years of experience converting data from project specifications by writing program code using generally accepted computer programming languages or other developmental tools.\r
Notes:\r
1. Candidates may substitute six credit hours of coursework in application analysis and programming using generally�accepted computer programming languages or other developmental tools for six months of the required�experience.\r
2. Candidates may substitute graduation from an accredited high school or possession of a high school equivalency certificate and eighteen months of experience converting data from project specifications by writing program code using generally accepted computer programming languages or other developmental tools for the additional four years of the required experience.�\r
3. Candidates may substitute graduation from an accredited high school or possession of a high school equivalency certificate and fifteen credit hours from an accredited college or university in systems analysis and application programming using generally accepted computer programming languages or other developmental tools for the additional four years of the required experience.\r
4. Candidates may substitute experience in one of the following areas: operating computers, scheduling, controlling input and output or maintaining backups or data storage, processing data on computers, evaluating, implementing and maintaining hardware and software, on a year-for-year basis for a high school education.\r
5. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university� in Information Technology, Computer Science, Management Information Systems, or other information technology related field and one year of experience designing, developing,�testing, implementing and maintaining applications systems�and programs using generally accepted computer�programming languages or other developmental tools for the required experience.\r
6. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Computer Systems Programming classifications or Computer Systems Programming specialty codes in the Information Technology field of work on a year-for-year basis for the required experience.�� \r

Bachelor's degree in Computer Science, Information Technology, or related field\r
Experience utilizing Microsoft Office programs (Word, PowerPoint, Access, Excel, Visio, VBA, etc.)\r
Experience programming in legacy mainframe system environment\r
Experience using Visual Studio, SQL Management Studio .NET framework\r
Experience with advanced SQL query reporting support\r
Experience with large databases such as SQL Server or DB2\r
Professional experience with other programming languages such as C, C++, Java, or C#\r

SPECIAL REQUIREMENTS

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.\r
Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.\r
