Summary This HUMAN RESOURCES SPECIALIST (MILITARY) is located in the Military Personnel Office (MILPO) of the Army National Guard (ARNG) and is part of the CA JFHQ MILPO.

Responsibilities THIS IS A T5 EXCEPTED SERVICE, PERMANENT POSITION The primary purpose of the HUMAN RESOURCES SPECIALIST (MILITARY), GS-0201-9, is to provide technical expertise and guidance for all military personnel assigned in the State, and oversees the functions of one of the following human resource programs: Officer Personnel Management (OPM), Enlisted Personnel Management (EPM), Personnel Systems, SIDPERS Interface Branch (SIB), or the Personnel Services Section.

Serves as an advisor to commanders on assigned unit human resources (HR) program. Interprets policy and provides procedural guidance to commanders, supervisors, staff members and individual military members. Provides training to supervisors and guidance and assistance to military members on program for which assigned. Ensures staff members provide military members with information regarding their benefit selections.

Conducts periodic briefings for staff, commanders, and administrative personnel to promote full understanding of all aspects of the assigned program.

Provides commanders, supervisors, and MILPO staff with a variety of statistical data or reports pertaining to military HR issues in order to assist in HR management decisions.

Responds to correspondence (general, other agency, congressional, etc.) regarding military personnel issues. Oversees the performance of document handling, records maintenance, and the Integrated Personnel Electronic Records Management System (iPERMS). Provides oversight on the processing of records for separations/discharges. Coordinates with the other MILPO sections and Military Pay to resolve any problems associated with the SIDPERS system. Creates and provides various scheduled reports as well as special request reports. Coordinates with NGB field representative for technical assistance and information.

The position resides within the infrastructure and support functions of the state National Guard; the incumbent is not subject to mobilization, nor is the work described part of the military mission; and the incumbent does not perform a key advisory or essential administrative role that is inherently military.

In addition, the position must meet one of the following:

It does not have a comparable military function; the position is required in full-time (civilian) role when the organization, or similar military position, is mobilized to perform continuing post-mobilization functions; or the position requires a skill or competency that necessitates technical expertise or professional qualifications that cannot be readily found in the military structure of the state military force.

May make additional selections within 90 days of eligible(s) issuance. Requirements Conditions of Employment Recruitment/Relocation Recruitment/Relocation Incentive MAY BE authorized, subject to funding and approval.

PCS Relocation Costs MAY BE authorized subject to provisions of the Joint Travel Regulation, funding, and an agency determination that a Permanent Change of Station (PCS) move is in the Government's best interest.

Participation in direct deposit is mandatory. May be required to successfully complete a probationary period. U.S. citizenship is required. Federal employment suitability as determined by a background investigation. Must maintain proper security clearance.

at a minimum a National Agency Check is required prior to position assignment.

Qualifications HUMAN RESOURCES SPECIALIST (MILITARY), GS-0201-9: Must have at least one year of specialized experience, equivalent to at least the GS-07 level, or equivalent pay band in other pay systems in the Federal government.

This experience may also have been obtained in the private sector, but must demonstrate that it is comparable to the GS grade indicated.

Specialized experience may have been demonstrated by performing duties such as:

Experience in executing personnel programs, Human Resources Information Systems and advising supervisors and managers; Experience in personnel and manpower core competencies; Experience in applying program policies, directives, publications, and training manuals.

Specialized Experience:

Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree that demonstrates the knowledge, skills and abilities necessary to do the work required.
