Position Description


Under the general supervision of the Office of County Administration (OCA)—Research and Analysis Division (RAD) Director, the Research Analyst will conduct in-depth policy research, analyze data, and provide insights and recommendations to support RAD's decision-making processes.

Individuals in this role will be responsible for collecting and analyzing information from various sources to identify patterns and trends, assisting in the development of research methodologies, designing surveys and questionnaires, and presenting findings to stakeholders.


The Research Analyst is expected to possess excellent communication skills to support the development of county-wide policies through well-researched publications, articulate findings through written reports, data visualizations, and presentations, demonstrate high attention to detail, and critical and analytical thinking to collaborate effectively within the team.


Duties and Responsibilities:

  • Research & Analysis: Gathers, analyzes, and validates information and data from various sources, such as department databases, research studies, or government code, and prepares comprehensive written reports, presentations, and data visualizations.
  • Technical Assistance: Conducts and writes technical assistance projects to provide support where writing, convening, and research needs exist, which may include departmental recommendations, as requested by County departments and at the direction of the Division Director.
  • Engagement and Collaboration: Establishes working relationships with community organizations and stakeholders to obtain information on access to services by OCA departments. This includes engaging with staff from county departments and representatives.

Quality Assurance:
Drafts and prepares briefings, memos, and reports outlining research findings and progress for various county and non-county audiences. Ensures the integrity of the information the division collects and provides support for quality control measures.

  • Project Management: Manages research projects from conception to completion, ensuring effective planning, execution, and timely delivery. This includes coordinating meetings, managing resources, communicating with stakeholders, upholding quality and compliance standards, and driving research and project success.

Education and Experience:

  • Bachelor's degree in Public Policy, Public Administration, Political Science, Social Science, Economics, Business Administration, or related field from an accredited college or university.
  • Three (3) years of fulltime employment experience in policy analysis, legislative affairs, economics, public affairs, research science, management consulting, or a related field.

Knowledge, Skills, and Abilities:

  • Knowledge of effective strategies to collect data from internal and external stakeholders. Detail oriented with experience gathering and reporting on both quantitative and qualitative data. Uses knowledge, facts, and data to effectively evaluate policies and develop alternatives.
  • Knowledge of statistical analysis techniques, statistical software (e.g. SAS, SPSS), and reporting tools (e.g. Tableau).
  • Experience synthesizing and summarizing large amounts of information. Demonstrated ability to communicate effectively in both oral and written formats. Effective communication skills, both written and verbal.
  • Demonstrated time and project management skills.
  • Strong analytical skills with the ability to interpret complex data sets.
  • Excellent attention to detail and accuracy.
  • Ability to work independently and collaborate with crossfunctional teams.
  • Ability to define problems, collect data, establish facts, draw valid conclusions, and effectively present information.

Monday
  • Friday | 8:00 A.M. – 5:00 P.M.
  • Occasional weekends, holidays, and overtime may be required based on the specific needs and demands of the department.

Salary:

  • Depends on Qualifications
  • Based on 26 Pay Periods

Work Environment and Physical Demands:

  • This position is based in an office environment, where the use of standard office equipment such as computers, phones, scanners, and filing cabinets is routine.
  • The physical demands associated with this job are minimal, with occasional lifting and moving of objects weighing up to 10 pounds.
  • The role is predominantly sedentary, involving mainly sitting with occasional standing and walking.

Assistant Director, Research and Analysis Division (RAD)

Supervises Positions:
None

Employment may be contingent on passing a drug screen and meeting other standards.
