Duties

The Liaison Officer conducts similar duties with the Government Accountability Office (GAO) or other entities assessing the agency's operations. Incumbent performs complex analytical work that supports the improvement of AOC policies and procedures and management of major agency functions, projects and programs. The Liaison has a firm grasp of interagency dynamics, cultivating and influencing positive internal and external relationships in order to advance agency-wide organizational strategy.

MAJOR DUTIES:

The incumbent serves as the primary liaison between the OIG and the AOC to facilitate the agency's understanding of and responsiveness to requirements and critical issues arising during the course of OIG fieldwork, product development and issue resolution. Keeps the Architect and Deputy Architect apprised of progress with high profile and/or high priority OIG reviews, management responses and corrective action plan execution.

Provides direction, guidance and/or advice to office/jurisdiction leaders and staff on engagement within the lifecycle of OIG audits, inspections, evaluations and investigations (announcement through recommendation closure).

As needed, facilitates and supports offices/jurisdictions in formulating appropriate management decisions to OIG recommendations, including development of detailed plans and timeframes to implement corrective actions to identified findings.

Ensures the quality and timeliness of agency responses to draft and official OIG work products, providing direction and advice to and refining management responses with subject matter experts to ensure clarity, cohesiveness and responsiveness.

Monitors resolution of follow-up activities to ensure appropriate corrective actions are taken in a timely manner.

Drafts correspondence on behalf of the Architect to the OIG as well as to Members and Congressional staff on matters pertaining to the OIG. Participates with the Architect in monthly meetings with the Inspector General (IG).

Participates in briefings with congressional staff on matters pertaining to OIG findings and recommendations, agency management decisions and progress with corrective action implementation.

Facilitates and ensures management of OIG work product and agency response documentation in accordance with agency policy.

Maintains the secured, separate file of OIG investigation documentation within the Office of the Architect.

Oversees, executes and improves the policies, systems and procedures to capture, create, access, distribute, use, store, secure and retrieve OIG work products and the agency's responses to those products.

Creates, updates and delivers training to agency executive leaders and senior staff overseeing key agency functions on the policies, systems and procedures related to participation in OIG audits and evaluations and responding to OIG work products.

Performs complex analytical studies and assignments to support the agency's overall organizational health and strengthen its effectiveness and efficiency.

Uses a wide range of qualitative and quantitative methods for assessment, data analysis, benchmarking and trend identification and management reporting. Reports on results and recommends improvements and solutions. Presents results orally and in writing to the Architect, C-Suite and congressional oversight as required.

Provides or receives training, either on the job or through classroom training, to ensure that required Personal Protective Equipment (PPE) is utilized.

      Qualifications

      You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position.       Specialized experience is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.

      Candidates for the GS-15 grade level must have at least 52 weeks of specialized experience equivalent to the next lower (GS-14) grade level in the Federal service.

      Specialized experience for this position must demonstrate the following:
    • Extensive skill sufficient to serve as a recognized expert in organizational efficiency and effectiveness.
    • Demonstrate extensive experience with analytical and evaluative methods and management techniques in order to evaluate data; plan, organize, conduct and/or direct complex analyses, business process reengineering, and organizational development and transformation.
    • Advanced management and organizational principles and practices and a wide range of qualitative and\or quantitative methods in developing theoretical approaches for assessment and improvement of organizational and program effectiveness.
    • Expert speaking, facilitation and writing skills and the ability to produce and deliver clear and concise narrative information, data and recommendations in briefings and presentations.
    • Served as a trusted ambassador and/or advisor for an organization with established commitment to delivering positive outcomes.
