Duties

The four (4) PMO directorates' key functional areas are: (1) integrated resource management, engineering planning, analysis and integration, and program health management and acquisition support; (2) services that support decision making for traffic flow managers and services that go directly to pilots to improve safety and efficiency; (3) implementation and execution of the systems and services that tie ground systems and aircraft together through communications, navigation, weather and aeronautical information and flight services in the NAS; and (4) support aircraft separation services provided by controllers to pilots with accurate and capable surveillance and automation.

The incumbent applies skill and experience developing costs and schedules; and for planning, coordinating, tracking, and identifying resources for small programs and projects through completion. He/she assists senior specialists by providing lifecycle support and information for day-to-day management and oversight of the critical elements of programs and projects including scope, budget, risk and schedules.

Uses experience and comprehensive knowledge in analyzing, identifying and evaluating program requirements and plans, the incumbent designs and recommends solutions to complex problems to aid in decision-making and prepares detailed analyzes and estimates of annual funding needs. He/she applies experience gathering, comparing, and correlating budget and financial data about current and future programs/projects and activities to ensure that budget requests conform to Federal Aviation Administration (FAA), Office of Management and Budget (0MB), and Congressional requirements. He/she ensures that funds are properly allocated in a timely and effective manner and that obligations incurred and resulting expenditure of funds are kept within the bounds of existing
laws, regulations, and approved allowances.

Uses experience gained as a contracting officer representative (COR) to provide advice and assistance on contracts for systems, services, and equipment with work assignments that span the acquisition lifecycle from initial planning through performance assessment. Conducts contract review activities including establishing schedules, evaluating progress, tasking, problems, resolution, and adjusting resource allocations.

Contacts are internal and external and include representatives from all ATO service units and other FAA lines of business. He/she demonstrates the ability to lead small teams, direct customers, stakeholders, and agency officials by coordinating cross organizational policies and programs to resolve issues, internal and external to the ATO and the FAA. As required, he/she develops project plans and reports, which are forwarded to both internal and external agencies and entities. Mentors less senior employees and program staff. Develops and maintains knowledge base for future use by PMO programs and teams.

He/she reports to a Manager and is guided by established policies/procedures for most assignments. He/she is allowed considerable discretion to select the most appropriate approach(es), or to develop new approaches. Assignments regularly require interpretations of internal and external policies and extrapolations from precedents.

    Qualifications

    To qualify for this position, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-H, FG/GS-12 level. This experience is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.

    SPECIALIZED EXPERIENCE IS DEFINED AS:

    Experience gathering, analyzing, and evaluating program requirements, and plans

    AND

    Experience in project management activities to include establishing schedules, evaluating progress,
    problems, resolution, and adjusting resource allocations.
