Duties

Serve as a subject matter expert responsible for Weapons of mass Destruction (WMD) and biosecurity collection issues within NCBCs Office of Mission Integration, and the Intelligence Community (IC) broadly, to counter WMD and biosecurity threats.

Lead planning and development of integrated collection strategies to address critical gaps in IC posture against priority WMD and biosecurity issues, foster collaboration between collectors, operators, and analysts; monitor and evaluate results.

Work collaboratively with NCBC, ODNI/IC, and USG partners to develop and implement innovative collection approaches and provide structured recommendations to advance the IC and USG capabilities to counter the proliferation of chemical, biological, and nuclear weapons and their delivery systems, and address biosecurity challenges.

Promote use of best practices and to ensure common collection approaches across the Collection Integration Group (CIG).

Plan and complete assessments of the IC's progress towards mission and enterprise strategic objectives and determine how well the IC is postured for future environments.

Initiate, cultivate, and maintain productive working relationships within the ODNI, IC, USG, industry and academic partners, and with foreign counterparts to advance IC collection objectives.

Lead group efforts with interagency outreach, education, and advocacy to ensure that stakeholders understand counterproliferation and biosecurity collection capabilities, challenges, and organization. Advocate for resources as required.

Represent NCBC, ODNI, and the IC at national security meetings, committees, task forces, and working groups, and serve as a focal point for any tasks related to counterproliferation or biosecurity collection.

Engage senior IC leadership on strategic priorities, opportunities, gaps, and interdependencies to link resources to strategy; plan and communicate emerging strategic issues and trends, evaluate them in context of U.S. Government plans, and make recommendations for improvements.

Lead, plan, and prepare collection-focused national security memos, presentations, and annual reports related to counterproliferation and biosecurity.

  • Appointment is subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Top Secret security clearance based on an SBI with eligibility for sensitive compartmented information (SCI)
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • A two-year trial period is required for all new permanent appointments to the ODNI.

    Qualifications

    Mandatory Requirements:

    Extensive knowledge of strategy development and planning and a demonstrated ability to identify emerging trends and strategic issues and incorporate these into organizational strategic plans.

    Extensive experience collaborating with IC partners to determine sufficiency of existing information on strategic threats, identifying key information gaps on these topics, and developing and executing multi-INT collection strategies to close identified information gaps.

    Substantial knowledge of and experience and knowledge of conducting collection requirements reviews and utilizing IC and DOD collection management processes and tools.

    Extensive experience building and leading a community of interest of multi-INT IC and/or DOD professionals to accomplish common mission objectives.

    Exceptional interpersonal, organizational, and management skills to conceptualize and effectively lead complex projects and manage competing priorities with limited supervision; superior ability to work with and represent NCBC in diverse forums to the counterproliferation and biosecurity communities on complex issues.

    Demonstrated superior critical thinking skills related to collection operations or collection management, including demonstrated ability to think strategically, to identify intelligence requirements, and to develop innovative recommendations and implement solutions.

    Qualifications:

    Degree: Bachelor's degree in a field related to intelligence studies, chemical sciences, biological sciences, physics, biosecurity, or weapons of mass destruction; Master's or equivalent graduate degree OR 2 full years of progressively higher-level graduate education leading to such a degree in a field related to biological technology, biological manufacturing, biological sciences, bioengineering, intelligence and security, physics, national security, weapons of mass destruction, counterproliferation, or biosecurity.

    Combination of education and experience: At least 10 years of experience, or an equivalent combination of college-level education, training and experience, executing intelligence operations or collection management; strategic planning and implementation; developing and implementing integrated strategies to address collection gaps relating to weapons of mass destruction, counterproliferation, and biosecurity.

    Note: A full year of work is considered to be 35-40 hours of work per week.

    Desired Requirements:

    Significant experience and knowledge of WMD, counterproliferation, and biosecurity issues, including the intersection of collection needs and the analytic process, and support to USG efforts to counter WMD.

    Demonstrated experience and knowledge of intelligence needs of USG customers of counterproliferation and biosecurity customers, including intelligence needed to support international arms control treaties and export control regimes, negotiate United Nations Security Council Resolutions, conduct USG strategic messaging, improve security at foreign facilities holding WMD or biothreat material, disrupt WMD-related networks, or inform demilitarization and countermeasure efforts.

    Salary Determination:

    The ODNI uses a rank-in-person system in which rank is attached to GS employees on the basis of individual qualifications, experience, and performance.
    Individuals whose current GS grade is equivalent to the grade of the advertised position will retain their current grade and step.
    Individuals who transfer to the ODNI from a non-GS pay scale will have base pay converted to the appropriate GS grade and step as determined by the Director/ Human Resource Management.

    On occasional instances when a current federal civilian employee applies for an ODNI position that is a lower grade than his or her personal grade, the candidate's personal grade will be downgraded to the grade of the advertised ODNI position and pay will be set at the step that is closest to but not less than the employee's current annual base rate of pay, not to exceed the maximum rate (i.e., step 10) of the GS grade to which assigned.
