Workforce Planning and Position Management
Serves as the project lead to manage, facilitate, and conduct comprehensive manpower requirements.
Conducts organizational analyses of a wide diversity of organizations, functions, and work processes.
Develops special studies, analyses of management practices, HR policies and organizational structures to evaluate and improve the effectiveness of the AOC workforce.
Executes a robust and strategic workforce planning program that aligns with the AOC's workforce needs and mission objectives.Ensures that AOC hiring is managed within authorized position allocations and funding as well as any additional constraints established by agency leadership.
Leads the design and development of new organizational structures and positions. Writes technical evaluations of requests for new positions and reorganizations submitted by leadership.Serves as first line approver for requests for personnel actions using the Agency's human resources information system.
Provides advice relating to strategic planning for human resources utilization, organizational management and AOC budget initiatives.
Performs workforce planning assessments taking into account retirement projections, retention rates, workforce demographics, available labor pools and other factors that affect projections of the availability and retention of the AOC workforce.
Works directly with each Office/Jurisdiction regarding workforce and succession planning initiatives and activities which include conducting talent reviews and identifying critical skill gaps.
Data Analytics Projects and Program Reporting
Participates in strategic planning efforts with senior managers to develop AOC Human Capital Management Division (HCMD) performance goals and objectives.
Advises on how to leverage available human capital data from current HCMD administered HRIS platforms and applications.
Designs, plans and conducts work measurements, methods and procedures, manpower requirements and complex work processes and functions.
Develops metrics and reports on AOC workforce trends and the achievement of HR-related objectives time to fill metrics.
Prepares and presents complex statistical and narrative reports for the Human Capital Management Division and senior leadership, and making appropriate recommendations on workforce and organizational issues.
Prepares position papers, reports or documents involving issues related to human capital and strategic planning.Performs other related duties as assigned.
