POSITION DUTIES

\r
The Audit Manager Designs and implements an\r
annual auditing program to perform financial and compliance audits of State Aid\r
to Education provided to the local education agencies (LEAs). The Manager also\r
directs, develops, coordinates and supervises the activities of staff auditors\r
assigned to perform performance, financial and compliance audits of State Aid\r
provided to local education agencies. \r
�\r
Duties include:\r
\r
\r
Reviews\r
and tests the performance, compliance, financial, and programmatic results of\r
the State Aid to Education Programs implemented with the local education\r
agencies (LEAs). \r
Directs\r
and develops auditing programs or audit procedures for reviews of education\r
programs or grants monitored by Maryland State Department of Education (MSDE)\r
Divisions.� \r
Reviews\r
audit working papers prepared by audit supervisors and audit staff that\r
document the audit tests performed during the audits of the LEAs.� \r
Prepares\r
draft and final audit reports.\r
Provides\r
coaching, guidance, and direction to staff auditors. \r
Interpret\r
laws and program regulations to determine compliance and recommend corrective\r
action to resolve areas of non-compliance.\r
Presents\r
oral and written briefings to the State Superintendent, State Board of\r
Education, Deputy Superintendents and/or Executive Management\r
Develops\r
and revises, as necessary, audit procedures, audit scope, audit programs, audit\r
report language and review forms to determine that audits are conducted in\r
accordance with U.S. Government Accountability Office (GAO), government\r
auditing standards.\r

MINIMUM QUALIFICATIONS

EDUCATION:� Bachelor's Degree in Accounting from an\r
accredited college or university with thirty (30) credit hours in accounting\r
and related courses, including 3 credit hours in auditing. \r
�\r
EXPERIENCE:\r
Six years of experience performing financial and compliance audits of a State,\r
Federal, or local government agency, non-profit or other business entity,\r
including two years of supervisory or managerial experience. \r

Candidates may substitute possession of a certificate as a\r
Certified Public Accountant (CPA) or Certified Internal Auditor (CIA), or a\r
Master's Degree with thirty (30) credit hours in accounting and related\r
courses, including 3 credit hours in auditing, for one year of the required\r
experience.\r
Candidates may substitute one year of professional accounting\r
experience for one year of auditing experience only.\r
The specific education and experience requirements are set by the\r
agency based on the essential job functions assigned to the position.\r

Knowledge of generally\r
accepted government auditing standards, accounting and auditing principles.\r
Knowledge of State\r
Operations and Financial Management Systems.\r
Experience overseeing and\r
coordinating the activities of an office unit.\r
Experience managing\r
multiple audits or projects simultaneously.\r
Possession of a license as\r
a Certified Internal Auditor (CIA) or Certified Fraud Examiner (CFE) is\r
preferred.\r

LIMITATIONS ON SELECTION

This recruitment is\r

Employees in this\r
classification may be assigned duties which require the operation of a motor\r
vehicle. Employees assigned such duties will be required to possess a motor\r
vehicle operator's license valid in the State of Maryland.\r
