I. CLASS DEFINITION

A Research Analyst II organizes and analyzes data of international, national and local intelligence and statistics into actionable data in a City agency. The work of this class involves no supervisory duties or responsibilities.

Incumbents receive moderate supervision from a technical superior. Employees in this class work a conventional workweek. Positions in this class that are assigned to the Baltimore City Police Department, work a rotating shift, to include evening, weekend and holidays. Work is performed in an office where working conditions are normal. Work requires mínimal physical exertion.

II. DISTINGUISHING FEATURES OF THE WORK

The work of this class is distinguished from that of the class of Research Analyst I in that it involves a full range of research duties and analysis requiring a considerable amount of independent analytical thinking.

III. TYPICAL EXAMPLES OF THE WORK (The following examples illustrate the work performed in the positions in the class. A position may require related duties not listed, if necessary, to accomplish the work of the agency.)

Collects, compiles, verifies, analyzes, interprets and reviews data and statistics on City agency programs for use in proposals, presentations and recommendations.

Evaluates software programs to determine their effectiveness and recommends their acquisition.

Conducts studies, surveys and research projects and develops data collection procedures and forms, survey methodology, sampling criteria and data analysis techniques.

Collects, organizes, evaluates and analyzes data from a wide variety of sources to determine the importance, significance and reliability for use in preparing reports.

Develops, writes and disseminates intelligence reports, bulletins on threat assessments.

Analyzes, monitors and identifies local, national and world intelligence information to assess developments, trends and threat implications within a geographical area.

Develops and maintains automated databases of such information as criminal activities including location, crime characteristics, names and associates, or epidemiological information including vectors, demographics, outcomes etc.

Accesses national and local databases, that may require security clearance to retrieve information.

Assists in preparing and conducting briefings and presentations on case investigations or issues related to Counter-terrorism as well as assisting local police detectives and officers in mapping, charting and analysis of crime data.

Answers the inquiries of and corresponds with the public and various officials and groups.

Conducts inter-agency training on intelligence reports analysis.

Assist local police detectives and officers within the agency in mapping, charting and analysis of crime data.

Coordinates activities with City, State and Federal governmental officials, providing information and collecting data.

Attends and participates in meetings and makes recommendations.

Performs related work as required.

IV. REQUIRED KNOWLEDGES, SKILLS AND ABILITIES

Knowledge of research techniques and methodology.

Knowledge of data collection techniques.

Knowledge of the procedures in conducting data and statistical studies.

Knowledge of the techniques of preparing data and statistical reports and developing forms for data and statistical studies.

Knowledge of current and historical data on international and domestic affairs.

Skill in organizing and analyzing data and statistics from a wide variety of sources.

Ability to analyze and evaluate software systems for applicability.

Ability to speak and write effectively.

Ability to deal with others effectively.

V. MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Requirements - A bachelor's degree from an accredited college or university, preferably with a course in quantitative methods or research methods, and two years of experience in compiling, analyzing and interpreting data.

Equivalencies - Equivalent combination of education and experience.

Not Applicable.

NOTE: Positions in the Baltimore City Police Department must have two years of experience in

compiling, analyzing and interpreting police data.

NOTE: Those eligibles who are under final consideration for appointment to some positions in this class will be required to authorize the release of criminal conviction information and undergo a full background investigation from the Baltimore City Police Department.

NOTE: Positions in the Baltimore City Police Department must be able to obtain and maintain

a security clearance from the Federal Bureau of Investigation. (FBI)
