Duties

Plan, develop and evaluate the related strategic planning documents in support of the United States (U.S.) national security and foreign policy interests and programs.

Plan and complete assessments of the IC's progress towards mission and enterprise strategic objectives and determine how well the IC is postured for future environments.

Plan, develop and evaluate the current and future technical architecture for WMD detection, characterization and attribution, as aligned with the National Security Strategy.

Serve as a senior subject matter expert and strategy management officer responsible for addressing Geospatial Intelligence (GEOINT) technology issues within NCBC's Office of Advanced Capabilities.

Engage IC members to ensure that future capabilities for WMD detection, characterization and attribution are meeting the IC's requirements.

Plan and prepare briefings, reports, and presentations to organizational leadership, senior policymakers, and senior U.S. Government officials in a manner that meets their specified requirements and provide expert analysis and recommendations that ensure IC strategic plans and programs align with strategic objectives.

Serve as the strategy management officer responsible for technology issues within NCBC's Office of Advanced Capabilities.

Prepare and coordinate advanced technology efforts to develop, shape, and execute activity outcomes to include orchestrating and managing IC and interagency working group meetings, engaging and participating on specific technical, analytic and other topics, and managing information in R-Space, and other platforms.

Facilitate technical and analytic planning activities to address identified gaps and capability needs. Provide guidance on emerging technical capability priorities, based on customer needs and analytic requirements, for both national intelligence collection and analysis matters.

Lead and oversee the planning and completion of assessments to evaluate IC progress towards mission and enterprise objectives and determine how well the IC is postured for future environments.

Lead team efforts to develop integrated campaigns to improve IC posture using advanced technology.

Lead team efforts to work collaboratively across ODNI and interagency stakeholders to develop a coordinated campaign plan to identify key intelligence gaps, implement initiatives to address shortfalls, and objectively evaluate community progress in closing gaps.

Provide guidance and mentorship to team members to promote use of best practices and to ensure common approaches across technical groups.

Plan, lead, and oversee NCBC execution of technical Consolidated Intelligence Guidance (CIG) Programmatic Actions in order to improve community posture against future environments.

Initiate, cultivate, and maintain productive working relationships within the ODNI, IC, U.S. Government, industry and academic partners, and with foreign counterparts to advance Group's objectives.

Lead interagency outreach, education, and advocacy to stakeholders, clearly communicate capability strengths and weaknesses, and advocate for resources when required.

Represent NCBC, ODNI, and the IC at national security meetings, committees, task forces, and working groups, and serve as a focal point for any tasks related to technical subjects.

  • Appointment is subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Top Secret security clearance based on an SBI with eligibility for sensitive compartmented information (SCI)
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • A two-year trial period is required for all new permanent appointments to the ODNI.

    Qualifications

    Mandatory Requirements:

    Expert knowledge of strategy development and planning and a demonstrated ability to identify emerging trends and strategic issues and incorporate these into organizational strategic plans.

    Expert knowledge of IC organizations' missions in order to develop the national-level strategies and polices necessary to support U.S. national security and foreign policy interests.

    Superior ability to evaluate strategic trends, strategy and implementation plans, results, and programmatic data, to propose innovative solutions and implement change.

    Superior knowledge of the GEOINT constellation and associated tasking, collection, processing, exploitation and dissemination process and systems.

    Superior knowledge of persistent, space-based phenomenology, and how it informs mission utility.

    Expert knowledge of analytic methodologies and how overhead systems are used within those methods.

    Superior ability to communicate clearly, both orally and in written reports, and to logically filter and synthesize data, and produce clear, logical, and concise products.

    Superior interpersonal, organizational, and problem-solving skills, including the ability to work effectively both independently and in a team or collaborative environment, often under pressure with short operating deadlines.

    Superior ability to coordinate, network, and communicate with individuals across the ODNI, IC, and U.S. interagency counterproliferation and/or biosecurity community to build and sustain effective working relationships to ensure superior intelligence support to the interagency policymaking process, and superior intelligence community understanding of policy objectives.

    Superior ability to exercise independent judgment on time-sensitive issues and work collaboratively across the IC.

    Superior critical thinking skills, including demonstrated ability to think strategically, to identify intelligence requirements, and to develop innovative recommendations and solutions.

    Degree: Master's degree in a field related to national security, strategic acquisition, resource strategy, weapons of mass destruction or counterproliferation; Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree OR LL.B. or J.D., in a field related to space-based technology, engineering, intelligence, physics, program planning and evaluation, national security, weapons of mass destruction, or counterproliferation.

    Combination of education and experience: At least 15 years of experience in space-based systems phenomenology; collection management processes; strategic planning and implementation; integrated strategies to address science and technology gaps; weapons of mass destruction, counterproliferation, or an equivalent combination of college-level education and training that provided professional research and development; collection management processes; strategic planning and implementation; integrated strategies to address science and technology gaps; weapons of mass destruction, counterproliferation, or international security policy.

    Expert knowledge of the IC's acquisition and resourcing processes.

    Superior ability to work with commercial and non-title 50 organizations.

    Superior experience and knowledge of intelligence needs of U.S. Government customers of counterproliferation customers, including intelligence needed to support international arms control treaties and export control regimes, negotiate United Nations Security Council Resolutions, conduct U.S. Government strategic messaging, disrupt WMD-related networks.

    Salary Determination:

    The ODNI uses a rank-in-person system in which rank is attached to GS employees on the basis of individual qualifications, experience, and performance.
    Individuals whose current GS grade is equivalent to the grade of the advertised position will retain their current grade and step.
    Individuals who transfer to the ODNI from a non-GS pay scale will have base pay converted to the appropriate GS grade and step as determined by the Director/ Human Resource Management.

    On occasional instances when a current federal civilian employee applies for an ODNI position that is a lower grade than his or her personal grade, the candidate's personal grade will be downgraded to the grade of the advertised ODNI position and pay will be set at the step that is closest to but not less than the employee's current annual base rate of pay, not to exceed the maximum rate (i.e., step 10) of the GS grade to which assigned.

    Relocation Expenses: For new ODNI employees, reimbursement for relocation is discretionary based on availability of funds.
