Employment Supervisor, MFIP

The Employment Supervisor, for the MFIP Hennepin County Program, (Employment Supervisor) will primarily and effectively lead and empower the Minnesota Family Investment Program (MFIP) employment coaches in successfully assisting participants with access to linguistically and culturally appropriate employment and support services through the Hennepin County MFIP program toward the goal of helping participants achieve self-sufficiency through employment. The Employment Supervisor is responsible for providing training, representing the department internally and externally, directing staff work responsibilities and monitoring the department's work to exceed funders' expectations.
The Employment Supervisor is expected to fulfill responsibilities outlined in the position description, be responsible for achievement of program outcomes, and be knowledgeable about contractual requirements with the county funder, Hennepin County, MFIP regulations, and CLUES policies and procedures while conducting work within those guidelines.

ESSENTIAL DUTIES AND RESPONSIBILITIES
MFIP Supervision and Management
- Provide leadership and direction to the staff in the MFIP Hennepin program to promote an optimal level of service by consistent high-quality oversight. Create a supportive, participant-centered environment to effectively respond to the needs of participants and their families.
- Deliver program and services that help the MFIP program consistently achieve or exceed prescribed and/or pre-determined outcomes based on funder requirements and provide employment case management based on Employment Services goals.
- Provide direct service to participants within Family Stabilization Services (FSS) while maintaining a minimum assigned number of cases (e.g., maintain caseload of approximately 40 participants).
- May require travel to meet participants at off-site locations (e.g., participant's home or public space).
- Work with staff to develop ways to meet all Hennepin County outcomes, approve/deny and assign all new referrals, transfer requests and process case closure forms.
- Manage and audit program budget to ensure all information is entered correctly and timely in WorkForce One.
- Conduct regular internal case audits to ensure compliance as well as ensure corrective actions are implemented.
- Ensure program staff are actively sourcing employment opportunities for participants (e.g., attending job fairs, working with employers, and supporting job development efforts within the department).
- Create and run weekly and monthly reports as well as review county reports (Work Participation Rate, Self-Support Index etc.) to ensure staff are meeting program requirements.
- Attend all Hennepin County MFIP Managers meetings.
- Coach staff about new legislation updates impacting the MFIP program and participants.
- Assist in the development and implementation of employment and training opportunities for participants (e.g., open lab time, etc.)
- Assist with coverage for absent workers or vacant positions to ensure workloads are adequately managed.
- Cross train across all department programs and services, as needed and appropriate.
- Assist department leaders to effectively manage department finances, including program budget and resource allocations relative to financial targets and department goals.
- Support department leaders to work closely with Development Department to maintain existing funding and apply for and secure new funding opportunities.
- Maintain processes to collect relevant data to track and report upon outcomes in a timely manner according to grant/contract requirements and department goals.
- Monitor staff productivity, performance measures, and program outcomes to ensure Economic Prosperity will achieve contract, department, and financial goals. Provide progress reports and corrective action plans when needed to meet or exceed financial and performance targets.
- Understand and adhere to all laws, regulations, rules, and policies applicable to services offered by department. Ensure compliance with funder/contract requirements and comply with auditing requirements.
- Maintain participant and client confidentiality in accordance with HIPAA, agency policies and other applicable laws, regulations and ethical standards while ensuring staff within the Economic Prosperity department do the same.
- Collaborate with leadership and Human Resources department to plan, implement, and manage staffing to maximize effectiveness. Recommend staffing structure and personnel decisions including hiring, promotion, disciplinary action and termination to supervisor and HR.
- Ensure staff have adequate training and necessary certifications or licensure when required.
- Effectively supervise department staff, including: hiring, providing guidance and direction, training, evaluating performance, initiating corrective action or disciplinary action and other personnel actions.
- Provide direction, training, and coaching to staff, including new staff on-the-job training and department orientation, etc. Mentor and encourage staff professional development. Provide constructive feedback as well as positive recognition.
- Designate individual productivity goals for staff based on department goals and hold staff accountable. Provide clear and timely communication to staff regarding expectations and delegated tasks. Maintain regular and timely documentation of staff performance. Meet regularly with department staff to oversee progress toward individual and department goals.
- Nurture a healthy, dynamic, and team-based working environment. Develop a well-functioning team, fostering staff empowerment.
- Partner with other leaders to effectively deliver integrated client services. Ensure that staff collaborate proactively with other programs in CLUES to achieve service integration and provide a comprehensive array of services to participants and clients.
- Respond to all communication in a timely manner (email, phone, written).
- Promote the mission, operating values, and agency services of CLUES within the community.
- Provide services in multiple locations as directed.
- Carry out all other duties as assigned by supervisor.
SUPERVISORY RELATIONSHIPS
- This position is responsible for supervising employees, interns, and volunteers within the MFIP Hennepin Program (such as MFIP Employment Coaches and Data Support Specialist).
QUALIFICATION REQUIREMENTS
Education, Experience & Key Abilities*
- Degree in Social Services, Human Services or at least 4 years of MFIP experience required.
- Broad knowledge in MFIP Employment Services or workforce development required.
- Bilingual in English/Spanish or Somali with cultural sensitivity and awareness preferred.
- Experience supervising and leading successful team(s) preferred.
- Ability to work independently with minimal supervision.
- Proficiency with WorkForce One system highly preferred.
- Professional written and verbal communication and interpersonal skills.
- Ability to manage and track multiple projects/reports simultaneously.
- Ability to work with diverse staff and organizations.
- Effective leadership for ensuring entire department's integration of programs.
- Willingness to work flexible schedule and extended hours during periods of intense activity.
- Excellent communication skills and ability to lead staff.
Language Skills
- Effective communication in English, both verbally and in writing, required. Bilingual in English/Spanish or Somali preferred.
- Ability to read, analyze, and interpret written materials, including reports, contracts, and proposals.
- Ability to effectively present ideas and information in an organized and effective manner, including writing reports.
- Ability to maintain accurate documentation and respond appropriately to questions from participants, clients, co-workers, management, and external parties.
- Must have a reliable motor vehicle for independent transportation, valid driver's license, proof of automotive insurance, and maintain a good driving record. Must submit to and pass annual recertification of compliance with CLUES Automobile and Transportation Policy and driving record check.
- Proficient working knowledge of email software, the Internet, databases, and common Windows-based programs, including Microsoft Office Word, Excel and PowerPoint required.
- Must be willing to attend training to advance technical skills and maintain appropriate skill levels to perform job duties.
