How your work would contribute to our organization and the Twin Cities region: The Supervisor Central Counting is responsible for supervising the Revenue Processing systems and processes, including securely collecting, accurately processing and depositing all revenues from Bus, BRT and Rail Operations. The department collects, processes and balances over $24 million in revenue including ordering, and preparing all TVM change funds and special events funds, scheduling all Armored Security services for all Bus, Rail and BRT transit lines.


What you would do in this job

Oversee and manage the Processing of over $24 million in cash revenues including managing all Revenue Processing staff. including Revenue Collection and Processing equipment needed to process currency and coins.

  • Ensures effective, efficient, secure, and accurate cash processing procedures are established and maintained.
  • Ensure timely collection of TVM revenue and verify weekly comments and complaints related to LRT TVM customer revenue issues.
  • Review all instances of balancing discrepancies. Implement a versatile deposit auditing program to identify areas of concern regarding collection variances.
  • Assist all Internal, State and Federal auditing processes.
  • Oversee the procurement and processing of currency and coin orders for Special events and TVM machines.
  • Oversee maintenance, and inventory of all Revenue processing equipment.
  • Oversee, manage, maintain inventory and security of all currency, keys, locks, and equipment contained with the Revenue Collection and processing areas.
  • Assist Council treasury with deposit verifications and ensure bank deposits/withdrawals are accurately reported and balanced.
  • Assist Ridership and Revenue analysis department with their balancing functions by providing accurate and detailed revenue processing reports.
  • Oversee the scheduling of Armored Transport Services for all garage and transit station platforms.
  • Collaborate and Assist Fare-Collection and Citation Supervisors as needed.
Manages and ensures the safe, efficient, and secure collection of all Metro Transit bus cash fare revenue of over $24 million annually including all farebox revenue-ridership data.
  • Monitor compliance with Council and departmental policies and procedures and remediate and provide direction whenever necessary.
  • Develops and executes plans to investigate, report and track variances and other discrepancies.
  • Assist Internal, state and Federal auditing processes.
  • Manage discipline/ rewarding of subordinates; overseeing leave and overtime; evaluate supervisor and employee performance and develops and manages the hiring process.
  • Oversee all computer and GFI operating systems to ensure all are operational and accurate in addition to adherence of all risk management, security and surveillance procedures.
Support broader Metro Transit and Met Council goals and initiatives through support of ridership growth, program growth and all other relevant growth initiatives.
  • Assist in all areas including all special events to promote the broader goals and initiatives.
  • Timely and appropriate response to all customer relations contacts.
Ensure adequate department review and controls over all cash fare processes.
  • Provide regular review of Revenue processing procedures to ensure adequate controls are adhered to.
  • Regular review of personnel with access to key and secure locations to reduce risks and liability.
  • Partner with Fare- Collection, Citation, treasury, internal audit, Metro Transit Police, and asset protection as well as other departments to identify and/or support initiatives that have dependence on Revenue Operations systems or areas.
  • Assist Ridership and Revenue analysis department with their balancing functions by providing timely, accurate and detailed revenue processing reports.

What education and experience are required for this job (minimum qualifications)

Education/Experience:

High School Diploma/GED AND six (6) years of progressively responsible experience in transportation operations, public administration, accounting, financial management, cash banking industry or related environment. Of the six (6) years, one year must be of supervisory/lead experience.

OR

Associates degree in accounting, finance, information systems/computer science, business administration or related field AND four (4) years of progressively responsible experience in transportation operations, public administration, accounting, financial management, cash banking industry or related environment. Of the four (4) years, one year must be of supervisory/lead experience.

OR

Bachelors degree in accounting, finance, information systems/computer science, business administration or related field AND two (2) years of progressively responsible experience in transportation operations, public administration, accounting, financial management, cash banking industry or related environment. Of the two (2) years, one year must be of supervisory/lead experience.

*Successful completion of a Metropolitan Council Leadership/Supervisory training program may substitute for one year of lead/supervisory experience (must attach certificate of proof).

Licensure: Must have a valid driver's license with an acceptable driving record per Metro Transit standards.

What additional skills and experience would be helpful in this job (desired qualifications):

  • Experience with Financial Systems Auditing, Financial Reporting and Financial Systems Security.
  • Experience with automated fare collection reporting systems and electronic fare collection system implementation.
  • Managing the support and upgrade of large, complex payment systems, including Currency/coins processing systems.
  • Ability to work with different perspectives and cultures and recognizes the value that they bring to an organization.
  • Thorough knowledge of Metro Transit fare payment systems and operations.
Knowledge, Skills and Abilities:
  • Knowledge of Fare Collection or related policies and procedures.
  • Accounting, Bookkeeping knowledge.
  • Asset protection and security, identify areas of security concerns.
  • Knowledge of procurement processes and procedures.
  • Knowledge of fare collection payment systems, fare products and software.
  • Basic technical skills in looking at mechanical fare collection equipment and having an understanding of how/why it would have malfunctioned, in order to coordinate repair.
  • Intermediate skill in Excel and Word
  • Working with the general public in providing customer service
  • Analyzing data and Financial auditing processes.
  • Verbal and written communication in English.
  • Plan and lead projects to successful completion.
  • Supervise union employees.
  • Communicates clearly and effectively both orally and in writing to all levels of people inside and outside the organization, including possessing good grammar, voice, and diction.

Safety Sensitive: No Work Environment:Work is performed in a standard warehouse environment and occasionally in a normal office environment. Work is performed in the evenings/late nights. Position requires occasional local in-state travel by car to visit garages. Position works near moving parts or equipment and fumes or airborne particles. Position frequently works in wet, humid conditions and is occasionally exposed to vibrations. Position is exposed to loud noise.
Physical Requirements:Occasionally required to stand/walk for long periods and sit. Frequently required to speak, hear, read, and write. Position has vision requirements (close, distance, peripheral, depth perception, and ability to adjust focus). Position is occasionally required to use hands to finger, handle or feel objects and reach with hands and arms. Position is occasionally required stoop, kneel, crouch, or crawl, and turn, twist, bend at waist. Occasionally required to climb or balance. Must be able to occasionally lift/carry/push/pull objects from 10 to 50 pounds.
