The Energy Cost of Service and Natural Gas (ECOSNG) Branch, within the Public Advocates Office, comprises four sections: Revenue Requirements, Operational Costs, Natural Gas, and Accounting and Auditing. ECOSNG is responsible for representing ratepayer interests in Commission proceedings (e.g., workshops, rulemakings, investigations, and hearings) specifically involving ratemaking issues, which include: General Rate Case (GRC) proceedings, Reasonableness Reviews/Cost Recovery proceedings, Energy Cost Adjustment Clause (ECAC) proceedings, Catastrophic Event Memorandum Account (CEMA) proceedings, Securitization proceedings, balancing and memorandum account reviews, and other proceedings that have financial or policy impacts on ratepayers. ECOSNG is seeking a Public Utilities Regulatory Analyst (PURA) III or II to join its Operational Costs team.

Under the general direction of the Program and Project Supervisor of the Operational Costs Section in the ECOS Branch, the incumbent is responsible for analyzing more complex and controversial utility proposals, examining utility accounting practices and recorded costs, forecasting data, and making appropriate recommendations regarding issues affecting ratepayers (i.e., reviewing administrative and general expenses, operations and maintenance (O&M) expenses, capital expenditures (rate base, working cash, infrastructure investment) associated with Grid Activities/Transmission and Distribution, Energy Supply, Customer Communications/Services, Shared Services, Depreciation expenses). The incumbent will also apply their analysis and standard economic, statistical, and financial theories to make appropriate recommendations on public utility regulatory issues. The incumbent will conduct research, write reports, testify in CPUC proceedings, and advise management on related matters. Presentation will be required orally and in writing on ideas, research, analysis, findings, and recommendations. The PURA III or II is the journey level and the incumbent may be assigned lead project coordinator responsibilities.
