Incumbent will be responsible for the management of projects throughout the project management lifecycle (PMLC): initiating, planning, executing, monitor and control, and closing. During this lifecycle, the project manager is responsible for day-to-day management and oversight of the critical elements of programs and projects including scope, budget, risk, and schedule. Project management duties will include:
  • Use comprehensive technical knowledge to identify customers' information systems requirements, from initiation and planning to execution and closing.
  • Lead complex IT projects/programs, including application development efforts, systems upgrades and installations, technology outsourcing, IT security initiatives, etc.
  • Direct and oversee a matrixed project team and efficiently identify and solve project issues (e.g. designing and conducting analytical studies, cost-benefit analyses, or other necessary research on all IT systems being procured).
  • Ensure activities are completed in accordance with the project scope and within the approved schedule and budget constraints.
  • Demonstrate leadership to define requirements and plan project lifecycle deployment; define resources and schedule for project/program implementation, ensures systems testing strategies, plans, or scenarios are completed on schedule.
  • Create strategies for risk mitigation and contingency planning as well as plan and schedule project deliverables, goals, and milestones for requested IT Systems.
  • Ensure appropriate standard project practices and procedures are established and followed.
  • Coordinate with technology system analysts on IT-specific issues that may impact a project's success Works with CORs to ensure that the activities of service providers support the PMLC and adhere to the System Development Life Cycle (SDLC).
  • Ensures appropriate product-related training and documentation requirements for IT systems are developed and available to customers.
  • Experience leading meetings and briefings to agency leaders such as first line supervisors, managers, directors, and executives.
Zero Trust / Internet Protocol Version 6 (IPv6) Duties will include
  • Run Working Group and Touch Point meetings - Meetings include multiple lines of business (R&D, AIT, ATO)
  • Manage Funding requests and Budget planning
  • Respond to Data Calls
  • Participate in Design discussions
  • Brief Stakeholders, Managers, and Executives on Status of projects, budget, and constraints
  • Understand, and Implement Zero Trust and IPv6 Guidance that is released by Department of Homeland Security (DHS), Cybersecurity and Infrastructure Security Agency (CISA), or the White House
  • Work with Vendors to develop guidance and documentation for Zero Trust and the implementation within the FAA Network.

To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-I / FG/GS-13. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Specialized experience is: Experience leading IT projects and programs in accordance with Zero Trust and IPv6 guidance, ensuring activities are completed in accordance with the project scope and within the approved schedule and budget constraints.
