Summary Assist the Housing Manger with on-site management, planning, operation, and administrative coordination of the Fisher House Lodging program and reports to the Housing Manager

Responsibilities Major Duties include:

Point of contact for initial inquiries to include lodging criteria, referral processes, staff/volunteer opportunities, monetary donations and the appropriateness and offer of in-kind donations, as well as community, guest, patient, military liaison and clinical staff inquiries regarding policies, procedures, and standards.

Assists the Housing Manager with maintaining financial accounts, including appropriated, non-appropriated accounts and purchase card Responsible for the coordination and management of all donations to the General Post Fund.

Serve as the primary or the alternate purchase card holder and drafts applicable documents for Fisher House financial management Plans and develops controls and procedures regarding acceptance of donation and gifts IAW General Post Fund established specifically for the purpose of supporting the VA Fisher House Accurately collects, compiles, tracks, and reports data and statistical information to support program operations.

Responsible for ensuring accurate data collection, performing required monthly reports, and meeting monthly report deadlines for forwarding through medical center leadership, VISN, VACO Program Manager and the Fisher House Foundation Regularly inspects the Fisher House and Immediate premises.

Keeps the Housing Manager informed of situations that will happen during any independent shift.

As the Fisher House is a non-medical setting, incumbent must be able to assess and handle urgent situations and take appropriate actions to include interaction with the Emergency Department, Safety Office, Police Service, and Facilities Management to address any identified issues and report back to management of status and any unresolved issues.

Incumbent prepares Fisher House correspondence relating to maintenance and operations, manuals, publications, articles, webpage content, etc. for the Housing Manager's consideration. Prepares assignment guides for volunteers, schedules, training materials, and evaluations.

Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/19/2024. Time-In-Grade Requirement:

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.

For a GS-07 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.

In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below:

Specialized Experience:

You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization.

Examples of specialized experience would typically include, but are not limited to:

knowledge of housing management methods, practices, and operating techniques related to family-type housing, temporary quarters, and other accommodations; knowledge of building construction and maintenance requirements sufficient to provide a basis for sound management practices; knowledge of agency or departmental housing program, cost management, and financial planning requirements; and can effectively communicate with internal and external stakeholders; OR, Education: Applicants may substitute education for the required experience.

To qualify based on education for this grade level you must have 1 full year of graduate level education leading to such a degree or superior academic achievement; OR, Combination:
Applicants may also combine education and experience to qualify at this level.

You must have an combination of specialized experience and education beyond a bachelor's degree may be used to qualify applicants for the GS-07.

Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for this grade level and may be computed by first determining the total qualifying experience as a percentage of the experience required; then determining the education as a percentage of the education required; and adding the two percentages.

The total percentages must equal at least 100 percent to qualify.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience.

Note:
A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.

Physical Requirements:

The duties and responsibilities of the position require mobility between various floors and rooms within the Fisher Houses and various other buildings at the medical facility campus and off campus locations.

Average physical ability, dexterity, and strength are needed for this position. This includes preparation for open houses and special programs.

Although some of the work is sedentary, the employee will be walking, standing, bending, climbing stairs, and carrying some light items (under 50 pounds) such as moving/lifting of equipment, carrying boxes of donated items.

Work may also involve driving a government vehicle and/or golf cart for the purpose of transporting Fisher House guests and delivering materials to and from the medical facility.

Trips into the community to pick up supplies and/or attend meetings in support of Fisher House will be required. The employee must be able to complete the tasks for receiving, transporting supplies, and conducting meetings in the community.
