POSITION SUMMARY

The Legal Counsel Associate will be a key contributor in supporting the Detroit Housing Commission (DHC) in fulfilling its objectives and safeguarding its legal rights. Reporting directly to the General Counsel, this role will assist various departments in formulating policies on behalf of DHC.

RESPONSIBILITIES

As assigned, the Legal Counsel Associate will:

  • Oversee and collaborate with external legal representatives, including insurance attorneys, in litigation matters at both state and federal levels.
  • Manage all landlord-tenant disputes and related legal proceedings.
  • Handle Freedom of Information Act (FOIA) requests and administrative hearings.
  • Provide legal guidance to client departments.
  • Perform additional duties as required.

SALARY RANGE

$85,000 - $95,000

EDUCATIONAL REQUIREMENTS

• Juris Doctor degree with admission to the Michigan bar in good standing.

EXPERIENCE REQUIREMENTS

• At least one (1) year of experience in drafting, reviewing, and processing FOIA requests, or involvement in policy development and legislative processes, as well as landlord-tenant court experience or litigation experience.

OTHER REQUIREMENTS

  • Regular attendance at meetings and occasional court appearances.
  • Possession of a valid state driver's license or ability to obtain one.
  • Successful completion of federal, state, and local criminal background checks, along with a drug screening.
  • Eligibility for coverage under the agency's insurance policy.

KNOWLEDGE AND SKILLS

• Familiarity with common law, city, state, and federal regulations, as well as judicial procedures.

• Understanding of legal terminology and various legal document formats.

• Knowledge of Housing & Urban Development regulations and policies relevant to the department.

• Proficiency in standard office procedures and equipment.

• Strong communication skills, both verbal and written, to engage with various stakeholders.

• Capacity to analyze situations, identify potential issues, and implement sound decisions.

ESSENTIAL FUNCTIONS

The core responsibilities of this position include:

  • Representing the Commission in landlord-tenant court and other legal forums.
  • Collaborating with insurance counsel and managing claims processes.
  • Drafting legal documents and reviewing policies related to DHC operations.
  • Providing research and legal counsel on housing regulations and DHC policies.
  • Assisting in training and development related to landlord-tenant law and compliance.

PHYSICAL DEMANDS

• This role may require sitting, standing, walking, and the ability to perform various office tasks.

SOFTWARE PROFICIENCY

• Familiarity with word processing, spreadsheet, and database software.
