This is an on-site position. Candidates must be located in or near Tallahassee, Florida.

The Opportunity

TECKpert is seeking a Network Operations Manager to help develop and support the growing infrastructure and IT team of our client, a Government agency based in Tallahassee, FL.
This role will report directly to the CTO and CIO and serve as a leader in our client's IT team.
This position will support their network infrastructure and configure new network infrastructure to build resiliency. This position will monitor the day-to-day operations of network users to ensure the network and IT infrastructure are optimized, secured, and running smoothly. The Network Operations Manager should have a good working knowledge of the My Florida Network 2 (MFN2).

Primary job duties include, but are not limited to:

  1. Responsible for network operations and service levels for data and voice networking equipment, software and network processing devices.
  2. Develops and implements standards, procedures, and processes for the network operations.
  3. Plans and manages the support of new technologies (including wireless), network performance, and reliability.
  4. Plans for human resources, equipment arrangements, electrical power and cable requirements for telecommunications and information processing equipment.
  5. Ensure the computer network is fully operational and secured.
  6. Supports MFN2 (MyFlorida Network 2) connections for all sites, working with the MFN2 network operations center, MFN2 vendors, and the Department of Management Services Division of Telecommunications (DivTel) as needed.
  7. Maintaining computer networks and systems, including software, firewalls, VPNs, routers, and other physical hardware.
  8. Installing and configuring network equipment to update or fix hardware or software issues.
  9. Updating security/network software to keep data and communications protected.
  10. Monitoring computer systems to improve network performance for computer systems and networks.
  11. Communicating networking issues to other employees and management, especially in training new users.
  12. Fixing software and hardware configuration issues for users on-demand or from inspection of the systems.
  13. Provide proactive and reactive support to all end users by addressing assigned network help desk incidents.
  14. Provide network support for the organization's information systems and peripheral equipment, such as servers, printers, storage devices, mobile devices, network devices and VoIP or Collaboration solution.
  15. Set up and support remote users' connectivity.
  16. Support and administer telephony and its infrastructure.
  17. Develop business relationships to make sure IT objectives align and support business objectives.
  18. Occasional travel to the other sites within Florida to complete any necessary IT system work and end-user support.

Additional responsibilities include:

  1. Demonstrates, models and reinforces the Commission's fundamental values of fairness, cooperation, respect, commitment, excellence, honesty and teamwork.
  2. Provides high-quality and professional customer service.
  3. Coordinates with vendors and service providers to resolve technical support issues.
  4. Administers, maintains and enforces appropriate security and access to computer systems, network resources and communications systems.
  5. Ensures overall health and availability and quality of services.
  6. Performs system tuning activities, including the modeling of existing and proposed workloads to forecast hardware requirements and develop capacity management plans.
  7. Provides ancillary support for inventory, monitoring products.
  8. Applies patches, hotfixes, service packs, firmware, and other upgrades to maintain systems at supportable levels.
  9. Keeps current with industry trends and practices.
  10. Verifies that proper capacity, configurations, and hardware are in place to support current and anticipated needs.
  11. Researches, analyzes, recommends, designs, tests, and implements new technologies and services to deliver cost-effective and technically efficient solutions.
  12. Assists leadership in establishing objectives, setting goals, and establishing unit priorities.
  13. Evaluates product enhancements to ensure continuous product improvement.
  14. Assists leadership on technical and project-specific initiatives.
  15. Work with project management teams to facilitate large initiative planning.
  16. Work with stakeholders to gather and analyze technical requirements.
  17. Follows all established team processes and procedures.
  18. Facilitates product purchases and maintenance renewal efforts.
  19. Develops documentation for support processes, systems and procedures.
  20. Participates in the change management process.
  21. Tracks time for Professional Services billing purposes.
  22. Provides second-level technical support assistance to internal and external customers.
  23. Maintains security, confidentiality, and availability of systems.
  24. Monitors the ticketing system and responds appropriately.
  25. Must be available for on-call and/or overtime duties as required.
  26. Where required, participate in Computer Security and Incident Response Team (CSIRT) and Continuity of Operations (COOP) events.
  27. Develops quality control methods for ensuring platform output meets standards.

Compensation and Term

This opportunity is for a full-time, contract position with possible extensions and pay commensurate with experience up to $120,600 per year. Medical, dental, vision and life insurance available after 30 days of hire.

Qualifications you need

A successful Network Operations Manager has the following experience:

  1. Bachelor's Degree in Computer Science, Information Systems, or other related field. Or equivalent work experience.
  2. A minimum of seven (7) years of IT work experience including managing team(s) responsible for technical service for hardware/software engineering, support and maintenance in LAN/WAN and multi-platform environment.
  3. Ability to design, deploy, and maintain computer networks, including cloud networks.
  4. Ability to implement network theory concepts.
  5. Ability to implement major network communications methods.
  6. Ability to complete network implementation, including remote network implementation.
  7. Ability to identify and remediate issues and technologies in network security.
  8. Ability to identify network security threats and attacks proactively.
  9. Ability to identify the tools, methods, and techniques used to manage a network and implement the tools selected.
  10. Ability to troubleshoot issues on a network.
  11. Ability to work under pressure and with multiple deadlines.
  12. Attention to detail and consistency of work output.
  13. Ability to develop and implement project plans.
  14. Ability to communicate clearly and effectively in writing.
  15. Ability to work independently.
  16. Ability to conduct efficient primary and secondary technical research online.
  17. Ability to troubleshoot network hardware and software issues.
  18. Knowledge of MFN2 and virtual routing and forwarding (VRF).
  19. Knowledge of current software/hardware products and technologies.
  20. Knowledge of virtualization, database, collaboration, and messaging technologies.
  21. Knowledge of routers, switches, firewalls, and networking technologies.
  22. Knowledge of the interactions between servers, operating systems, databases, networks, and storage with the ability to understand how changes in one area affect the others.
  23. Knowledge of security principles and best practices.
  24. Technical certifications preferred.
  25. Familiarity with Microsoft Visio and Excel.
