Duties

Duties include, but not limited to:

Monitor, documents, and oversees agency-wide budget execution. Direct the development of budgetary reports and reviews. Perform reviews and analyses of agency-wide budget execution, to assess and evaluate compliance with budget and financial management policies and procedures including OMB Circular A-11 as well as Appropriations Law.

Serves as a subject matter expert on the OMB Circular A-11 with experience or knowledge in OMB Max system. Ensures production of budget materials for submission to OMB, in accordance with OMB Circular A-11. Has knowledge of the preparation of SF-132 Apportionment, Reapportionment and Carryover Schedules. Reviews completed schedules with the Director of Budget and, Deputy Director of Budget.

Develops various agency-level budget analyses, reports, charts, and briefing materials, for presentation to agency leadership and for OMB. Prepares quarterly agency-level budget analyses and reports and ad hoc, as requested. Regularly analyses and presents budget information on various programs and agency activities to senior leadership including recommendations on the application of resources for various programs and offices. Creates and maintains reports for use by the Director of Budget, Deputy Director of Budget, and the Chief Financial Officer in discussions with the senior agency staff and OMB.

Serves as Subject Matter Expert in the operation of the agency's budget and financial management systems. Creates highest level budget document, for senior management approval. Reviews and approves mid-level documents generated by office staff. Provides guidance on the use and maintenance of these systems to users and system administrators.

Analyzes the budgetary implications of new or revised, proposed and/or enacted legislation and regulation, and changes in agency, OMB and/or Congressional policies/procedures; provides expert advice on all phases of budgeting to various levels of managers and staff members. Provides analyses regarding the impact on programs in the event of rescissions, sequestrations, and continuing resolutions. Ensures programs and offices compliance with the agency's Administrative Control of Funds policy and all federal laws and regulations.

Plans work to be accomplished by subordinates, set, and adjust short-term priorities, and prepare schedules for completion of work. Assign work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. Give advice, counsel, or instruction to employees on both work and administrative matters. Interviews candidates for positions in the unit and recommend appointment, promotion, or reassignment to such positions. Develop performance standards and evaluate work performance of subordinates. Hear and resolve complaints from employees, referring group grievances and more serious unresolved complaints to a higher-level supervisor or manager. Effect minor disciplinary measures, such as warnings and reprimands, recommending other action in more serious cases. Identify developmental and training needs of employees, providing or arranging for needed development and training. Find ways to improve production or increase the quality of the work directed.

    Qualifications

    Applicants must have one year of specialized experience comparable in scope and responsibility to at least the upper range of the NY-03 pay band, which would be at or equivalent to the GS-13 level in the Federal Service. Specialized experience is that which has equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled.

    Specialized experience includes: serving as subject matter expert on OMB Circular No. A-11; Supervising and Leading staff; reviewing and producing overseeing production of budget execution materials for submission to OMB, in accordance with OMB Circular No. A-11; providing direction and guidance to a team, including reviewing and delegating work; and making recommendations based on independent analysis and review of financial data.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills can provide valuable training and experience that translates directly to paid employment. You will receive credit for qualifying experience, including volunteer experience.Such experience must be clearly documented in the applicant's resume.

    There is no substitution of education for the experience for this position. It is not necessary to submit transcripts for this position.
