XLA is currently in search of a Program & Management Analyst III to provide assistance to the Bureau for Resilience, Environment, and Food Security (REFS) under a recently awarded contract. Through REFS, USAID aims to promote inclusive agriculture-led growth, resilience, nutrition, and initiatives related to water security, sanitation, and hygiene in priority countries worldwide, facilitating their development progress.
Position Summary:
The Program & Management Analyst III will offer programmatic, administrative, and operational support for the daily design, execution, monitoring, evaluation, and learning of REFS-related programs and activities. This role will encompass all necessary functions to assist Office, Bureau, or Operating Unit leadership and teams in achieving their objectives effectively.
Key Responsibilities:
Budget Preparation and Planning:
- Formulate and prepare a comprehensive budget for significant agency programs on both long- and short-term bases.
- Edit and prepare justification materials for funding requirements.
- Conduct research and studies related to budget program issues and activities.
- Gather, extract, and compile relevant data and information.
- Develop recommendations for resolving complex financial issues.
Budget Analysis:
- Analyze historical data and compare it with current spending trends for major agency programs.
- Review and address budget-related issues requiring new or modified criteria to resolve.
- Resolve complex forecasting problems arising from uncertainties in operating programs.
- Evaluate the methods used by officials in estimating funding requirements.
- Analyze budget forecasts to support the implementation of substantive agency programs.
Budget Reporting:
- Monitor integrated operating program data across various financial systems.
- Assess the relationship between program changes and the financial status of the organization.
- Adjust data within reports and automated financial systems as necessary.
Knowledge Management:
- Generate and maintain documentation using Google Suite tools and relevant portals.
- Adhere to Agency and Federal guidelines for file retention.
Communications and Outreach:
- Develop templates and assist in preparing presentations, fact sheets, and other communication materials.
- Research and compile background information in collaboration with colleagues.
Research and Analysis:
- Conduct desk research and data analysis as required.
- Support the synthesis of data and preparation of analytical reports.
- Collaborate on developing research strategies.
Qualifications:
- Typically, this position is considered a ladder role for Program & Management Analyst II.
- Requires one year of successful experience at the Program & Management Analyst Level II or an MA/MS with a minimum of 6 years of experience, or a BA/BS with a minimum of 8 years of experience.
- Ability to obtain a USAID facility access (Public Trust) or SECRET clearance.
- Excellent communication skills for effective interaction with government clients and stakeholders.
- Experience managing programs of similar size or scope is essential.
- Demonstrated understanding of relevant subject matter is required.
- Strong organizational skills with attention to deadlines.
- Proficiency in Google Suite and Microsoft Suite products.
