Regional Context

The Middle East and North Africa (MNA) Region serves twenty countries, of which a number are active IBRD or IDA borrowers/recipients, while others are users of non-lending services, which the Region provides on either a reimbursable or a non-reimbursable basis. The MNA Region aims to foster sustainable growth with a framework based on four main pillars renewing the social contract, regional cooperation, resilience to Internally Displaced People (IDP)/ refugee shocks, and recovery and reconstruction.

Historic political and economic changes continue to reshape the Region, with the pace and nature of change differing widely across countries. This dynamic and demanding environment offers the opportunity to contribute to innovative solutions in response to the challenges faced by many of the Region's countries.

MENA includes a variety of FCV and middle income countries and is organized in five Country Offices, such as: MNC01 (Tunisia, Morocco, Libya and Algeria), MNC02 (Lebanon, Iraq, Jordan, Iran and Syria), MNC03 ( Egypt, Djibouti and Yemen), MNC04 (West Bank and Gaza ) and MNC05 (GCC countries: Kingdom of Saudi Arabia, Oman, Kuwait, UEA). The WB is engaged in MNC05 (no Borrowers countries) throughout Reimbursable Advisory Services.

Most of the procurement staff of MENA is based in country offices and all are managed by a Procurement Manager (PM), based at the World Bank Cairo, Egypt office. The PM is supported by two Procurement Hub Leaders (Lead Procurement Specialist and Senior Procurement Specialist) based both in Washington DC who oversee the work of procurement staff based in Country Offices.

MNA procurement Unit is seeking applications for the Procurement Specialist position who will be working closely with two Procurement hub leaders and country-based procurement staff based across five CMUs under overall guidance and directions of the Practice Manager.

Duties and Accountabilities

The Procurement Specialist will be directly involved and support in the dialogue for innovative reform activities in all MENA countries with particular focus on Sustainable Public Procurement (SPP), SMEs, including data analytics. He/she will participate in the operational, analytical, and advisory activities of MENA. This requires knowledge on public-sector governance issues, as well as in having participated in projects, technical assistances, including RAS (Resource advisory services) intervention to the extend possible. He/she will have proven communication skills to engage effectively with the many stakeholders involved inside and outside the Bank. He/she will also have a demonstrated ability to work effectively with counterparts in government as well as with multilateral and bilateral institutions. He/she is also expected to establish and maintain good working relationships with a variety of international and national partner organizations (academia, society groups, local research centers).

He/she more specifically will:
  • Contribute to a range of analytical tasks. Provides research and analytical contributions and overall knowledge creation on public procurement and public procurement reforms.
  • Contribute to innovation and reform of Public Procurement and analyze, monitor, and help in developing a work program on public procurement reforms. Provide inputs and review documents and collaborate with colleagues in the region toward spearheading public procurement modernization.
  • Contributes to the engagement of procurement reforms in relevant countries, in coordination with colleagues in other global practices. The candidate will help identify client needs and negotiate a program of support drawing on the full range of operational instruments available.
  • Proven ability to carry out assessment of procurement capacity of implementing agencies, conceptualize and design procurement arrangements for new operations (including PforR DPO operations). Help in the preparation of fiduciary systems assessment.
  • Developing, coordinating, and structuring knowledge and learning products and events across procurement networks and initiatives, leveraging internal capabilities when required. This includes preparing a range of procurement reports, blogs, and events.
  • Support analytical work and opportunities to increase the knowledge base and linkages on sustainable development and public procurement or filling evidence gaps that exist in the region.
  • Managing an online survey to collect data on the status of implementation of the Procurement Framework across regions, analyzing the data and preparing regular reports on the status of key project activities, issues, and required action points, and writing report on the progress and pending tasks across the department.
  • Coordinating the delivery of high quality and relevant MENA procurement publications and tools for public consumption.
  • Be willing to get the procurement accreditation (if not already accredited) in two years.

Selection Criteria

  • Sustained record of achieving high-quality substantive results over an extended period and a minimum of 5 years of relevant experience including broad expertise in the management of public procurement with preferably multiple regional experience.
  • An advanced degree (MA/MSc/MBA) in a relevant discipline (e.g., engineering, procurement, law, IT, finance, business, or commerce).
  • In-depth knowledge of Banks and/or MDBs operations and demonstrated ability to integrate SPP specific knowledge with broader operational policies, research objectives.
  • Seasoned knowledge and specialized command of major facets of Multilateral Development Banks procurement policies and practices.
  • Experience in leading/co-leading/supporting developing the concept notes, design, and implementation of specific procurement related components in Bank operations/standalone ASA activities.
  • Excellent communication skills with ability to defend orally and in writing difficult issues and positions (in a challenging environment as necessary) to Bank management, government officials, etc. Excellent English written and spoken communication skills are essential.
  • High level of integrity and a sense of personal responsibility for achieving quality and timeliness in delivering the program of the Procurement Manager office.
  • Ability to function effectively and deal sensitively in multi-cultural environments and build effective relationships with clients and colleagues.
  • Strong interpersonal skills, including ability to interact with people at all levels, engage with various stakeholders.
  • Detail oriented, team player with organizational skills and demonstrated ability to handle multiple tasks simultaneously with minimal supervision.
  • Willing and able to undertake international travel as needed.
