AECOM is seeking an Environmental Scientist with experience in water resources, watershed planning, NPDES permitting compliance, and project management. This position will report to the AECOM office in Raleigh, NC. In this role, the successful candidate will support water resources, watershed, and stormwater compliance projects for federal, state, and municipal clients. The ideal candidate will have a minimum of 6 years of experience with project management, leading teams, municipal and federal facility stormwater programs, MS4 permits, stormwater monitoring, and TMDL planning and compliance. Experience with GIS mapping, industrial facility stormwater permitting, nature-based solutions, and Stormwater Pollution Prevention Plan (SWPPP) development is also a plus. The candidate will work collaboratively with and under the supervision of a senior engineer and/or senior project manager and will be responsible for coordination and completion of project management requirements and various stormwater program elements required under regional MS4 Permits, Industrial Stormwater Discharge Permits, and the EPA Multi-Sector General Permit (MSGP).

This position is expected to begin in October 2024.

Responsibilities:

Support high-profile, complex planning projects, such as MS4 compliance projects, watershed studies, water regional master plans, and other planning or restoration studies
Support watershed and water quality assessments and conventional aspects of watershed planning and BMP prioritization
Develop and manage scope, schedule, and budget for complex projects
Build strong client relationships
Client and regulatory correspondence
Technical report writing and review
Analyze and apply solutions to atypical and/or semi-complex and challenging issues within area of expertise
Prepare cost estimates and proposals
Work effectively with project teams, clients, and all other stakeholders
Responsible for quality control of tasks
Identify, mitigate, and manage project risks
Supervise the management of all phases of projects
Predict resource needs and manage resources effectively
Provide technical oversight and quality control
Provide project updates on a consistent basis to various stakeholders about strategy, adjustments, and progress
Consistently deliver profit margins as planned
Health and safety stewardship, including local field visits
Mentor project Jr. staff
Prepare written and graphic reports and make presentations
Attend client meetings and coordinate with regulatory agencies
Participate in local and regional water resources organizations, as appropriate on behalf of AECOM
Some local travel will be required and occasional travel outside of local area may be required

Qualifications:
Qualifications

Minimum Requirements:

Bachelor's degree in environmental science or related discipline + 6 years of experience or demonstrated equivalency of experience and / or education.
Due to the nature of the work, US Citizenship is required to support federal facilities.
Valid U.S. Driver's License with a clean driving record required to visit project sites, clients, and other AECOM offices.

Preferred Qualifications
Master's degree in environmental science or related discipline.
Experience working in the capacity of a team leader and project manager.
Experience developing strategies and planning documents related to stormwater management.
Ability to write well, distill supporting information in the scientific literature, and communicate technical issues to a wide range of readers.
Strong, interpersonal, verbal, and written communication skills.
Experience and confidence to work independently to produce high quality deliverables on time and on budget.
Excellent communication skills; both verbal and technical report writing.
Proficient in using software applications such as the Microsoft Office Suite and ArcGIS.
