This position is in FEMA’s Office of External Affairs’ Communications Division. The incumbent is responsible for providing professional media production support and Data Asset Management toward the successful accomplishment of the office's goals and objectives, as it relates to all FEMA missions and designations. This position requires the capturing, producing and broadcasting of videos content and organizing, archiving, and distribution of our digital assets, including videos, images, audio files, and other multimedia content before, during and after a disaster that can be used to support external affairs mission to inform and educate the public and other stakeholders. This role requires a keen eye for detail, technical proficiency, and a strategic mindset to ensure that assets are accessible, organized, and optimized for easy retrieval. The incumbent will work closely with the creative branch, studio technicians, communications division staff and external vendors to manage assets across their lifecycle, from creation to archiving.


Specific responsibilities include:

Media Asset Management

• Organize, catalog, and maintain all digital media assets in centralized media storage system, this includes SharePoint and shared drives.

• Implementation metadata standards, tagging, and naming conventions to ensure consistent organization and easy retrieval.

• Evaluate and suggest enhancements to workflows, software, and tools that support efficient asset management.

• Troubleshoot any technical issues related to the media storage systems, working with IT support as needed.

• Incorporate media management strategies and plans to achieve the agency’s communication goals.

Studio Technician

• Provide studio support for use by FEMA, other agencies, news media organizations, academia and the general public to communicate disaster impacts, response and recovery actions, agency programs, taxpayer investments and lessons learned.

• Provide leadership and oversight for all aspects of media production, ensuring professional-quality outcomes.

• Plan and execute live, remote, and studio-based television and audio-visual productions.

• Manage live and field television broadcasting/recording, studio operations, and control room facilities.

• Maintain and operate equipment to standards on par with major commercial broadcast networks.

• Oversee and manage the transmission and routing of live and pre-recorded content, ensuring seamless delivery.

• Configure and operate high-definition television equipment to record, edit, and distribute live and pre-recorded productions.

• Provide immediate troubleshooting for technical issues during live or recorded productions.


Required Qualifications

• Knowledge of MAM or DAM systems.

• Knowledge developing standard operating procedures for archival systems.

• Knowledge of public affairs field operations, including mass communications, print, Internet and broadcast journalism.

• Working, proven knowledge of graphics programs, video editing skills with professional grade equipment, familiarity with Adobe Premiere Pro, Photoshop and Light Room.

• Working knowledge/experience with various brands of video camera equipment.

• Knowledge of audio and lighting techniques.

• Knowledge of broadcast media production and broadcast studio operations.

Desired Qualifications:

• Knowledge and experience using Adobe After Effects, Adobe Audition and Adobe Premiere.

• Experience working in broadcast studio operations to produce news casts.

o Experience operating audio boards, teleprompters and broadcast cameras.

• Self-driven and able to operate independently with minimal supervision.

• Good oral and written communication skills, customer service, and interpersonal skills.

• Ability to manage several competing priorities in a fast-paced and changing environment.

Certifications Required: No certifications necessary.

Education Required: Bachelor’s degree preferred.

ADDITIONAL INFORMATION This position is being announced under FEMA's Cadre of On-call Response/Recovery Employee (CORE) Program. This is a temporary appointment in the Excepted Service, not to exceed 2 years, with the option to extend based on workload and funding availability. Veterans Preference does not apply to the CORE selection process. EMERGENCY ASSIGNMENT: Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.
