JOB TITLE: Executive Director

 

GENERAL JOB DESCRIPTION

 


The Executive Director of BCAR is responsible for managing an organization that oversees all Buffalo, NY city-owned parking ramps and other municipal lots (largest parking system in Buffalo).  As BCAR is engaged by the city, this individual will work with city officials and agencies in the execution of a comprehensive Transportation Demand Management (TDM) plan to maximize the efficiency of transportation systems leading to improved mobility, reduced congestion, and lower vehicle emissions. This individual will be instrumental in the possible redesign and evolution of the organization as it implements TDM strategies.


PRIMARY RESPONSIBILITIES AND EXPERIENCE REQUIRED

 

·        Regular engagement with the BCAR board of directors which is composed of senior executives from prominent WNY private sector companies, the City of Buffalo departments, transportation agencies, and not-for-profits to develop and coordinate transportation demand management (TDM) strategies as requested by City officials. This includes evaluating the parking conditions across downtown Buffalo to modernize the TDM infrastructure in Buffalo and working to increase transportation access and multimodal travel through the creation and promotion of mobility options.


·        Supervision of municipal parking facilities, including bookkeeping and accounting, management of daily and monthly contracted parkers, maintaining all operating equipment, coordinating security and maintenance staffing, and maintaining incident reports to provide clean, safe, secure and presentable conditions at all times. 

 

·        Research and deployment of new technology for parking and transportation (e.g., apps, security, real-time parking space management, etc.)


·        Management of capital improvement projects and repairs, related interaction with architects, engineers, consultants, and contractors (i.e., bid processes, negotiating contracts, construction management, etc.).


·        Management of employees and administrative workplace rules and regulations.


·        Preparation and review of fiscal year operating and capital budgets of a multi-million-dollar budget which is subject to an annual audit process. 


·        Effective management of utility resources and expenses.


·        Management of insurance policies, coverage and negotiation of contracts and vendor agreements.

 



QUALIFICATIONS

Bachelor’s degree in relevant field of study and previous management experience required. Must possess financial acumen, strong collaboration abilities, excellent negotiating skills. Must be technically savvy and have project management experience.  


MBA, MPA or related advanced degree preferred. 

 

COMPENSATION RANGE/BENEFITS

 

$130K-$150K salary range, commensurate with experience. Competitive benefits include paid time off, health insurance, 401k match, long-term and short-term disability insurance, and free parking.
