Executive Summary: HRUCKUS is looking to hire a Program Manager to manage Project schedules, Dependencies, Risks, workstream activities, System Integrator (SI) Deliverables, and monitor SI staff productivity for DC Child Welfare CCWIS Solution design.


Position Description: The Program Manager is responsible for creating and onboarding project teams, integrating them into the organization, and providing a clear vision of the product. Assist agile teams in efficient implementation and use of Azure Dev Ops (ADO) to automatically measure and report quality and performance measures to the Program’s Portal.


Position Duties:

  • Facilitates communication and information exchange between external groups and the project team. They also monitor project progress, provide timely feedback, and drive a culture of agility and learning.
  • Define project scope, goals, and deliverables that support milestones in collaboration with Business, senior management, and stakeholders
  • Develop detailed project plans, and communication documents and manage project expectations with team members and other stakeholders
  • Identify and manage project dependencies and critical path
  • Plan and schedule project timelines and milestones using appropriate tools
  • Keep all Parties on Track and Informed
  • Manage daily team meetings to gather updates on the project's progress, address potential roadblocks, and ensure that the project is on track.
  • Manage a central repository of milestones identified by multiple workstream leads, provide status, and escalate risks
  • Maintain a risk and issues registry and track progress
  • Manage changes in project scope, identify potential crises, and devise contingency plans
  • Provide Oversight of System Integrator Agile Processes: by validating staff velocity, and managing time and task submissions on a weekly basis
  • Provide timely metrics and audit outcomes to gauge progress toward quality objectives.
  • Promote Continuous Quality Improvement (CQI) processes to identify and remove project barriers.


Position Requirements:

  • Bachelor’s degree in IT or related field or equivalent experience
  • 16+ years of experience with large-scale IT projects
  • Active Certified Scrum Master (Scrum Alliance) or Disciplined Agile Scrum Master (PMI) equivalent certification
  • Professional experience conveying technical and functional concepts for a specific technical specialty
  • Professional experience preparing complex technical documentation
  • Hands-on MS Project Schedule development skills, including tracking dependencies, milestones, resources, and critical path
  • Hand-on MS Visio experiences documenting Process Flow Charts
  • Hands on experience producing project artifacts such as a Project Plan, Risk Management plan, etc.
  • Professional communication, both written and verbal


Desired Skills:

  • Professional experience as a Scrum Master
  • Prior Experience in the Human Services or Child Welfare sector
  • Project Management Professional Certification
  • Hands-on Excel and PowerPoint skills to capture, analyze, and report data points and progress updates


Minimum Education/Certification Requirements: Bachelor’s degree in IT or related field or equivalent experience; and either an Active Certified Scrum master (Scrum Alliance) or Disciplined Agile Scrum Master (PMI) equivalent certification.


The target annual salary is $121,000 to $129,000.
