JOB SUMMARY: The Clinical Program Manager, working in collaboration with the Director of Supportive Housing, provides comprehensive leadership and oversight of the Young Adult Families Scatter-site Housing Program. As the lead of a wrap-around supportive housing program offering child development, employment/education, and mental health services, the Clinical Program Manager will supervise case managers and other program staff, oversee day-to-day operations, and ensure that all tenants receiving services from the YAF program are receiving appropriate care and the required level of services.


DUTIES AND RESPONSIBILITIES:


Supervision and Leadership

  • Supervise Case Managers and Specialists in the full range of services.
  • Provide weekly individual supervision and biweekly group supervision to staff and assigned interns.
  • In collaboration with the Director, support all housing staff through clinical supervision both individually and in a group setting.
  • Provide direct services to tenants in the absence of staff due to vacancies, leaves, vacation, etc.

Training and Development

  • Train new staff on all aspects of program requirements and responsibilities, City and State mandates, documentation, and reporting obligations.

Client and Case Management

  • Ensure that all client assessments and service plans are thorough, client-centered, and completed on time.
  • Provide a detailed review of weekly client contacts and monthly comprehensive chart reviews to be reviewed with each case manager.
  • Facilitate and schedule all Family Team Conferences.
  • Advocate for client families with NYC Administration for Children’s Services and the family courts as needed.
  • Assist with stabilization, respite, and crisis management, and provide on-call services throughout the evenings and weekends when necessary.

Program Coordination and Participation

  • Participate in department and program meetings, including Weekly Team Meetings, Monthly Tenant Meetings, etc.
  • Effectively use tools such as safety plans, community meetings, psycho-education groups, team meetings, red flag reviews, treatment planning conferences, and self-care to create a nonviolent and trauma-sensitive culture.

Mental Health Services

  • Complete annual and ongoing (as needed) mental health evaluations for YAF tenants.
  • Assist all housing programs with Mental Health Evaluations for completion of HRA 2010e, crisis respite, etc.

Other Responsibilities

  • Other duties as assigned based on program needs.
  • Duties may be outside regular work hours and may include evenings and weekends when needed.


KNOWLEDGE, SKILLS, & ABILITIES:

  • Strong working knowledge of casework practice with exceptional verbal and written communication skills.
  • Flexibility to work varying hours, including some evenings, with on-call availability as needed, and the ability to provide emergency coverage when required.
  • Commitment to a strength-based, youth development, and trauma-informed approach.


EDUCATION:

  • MINIMUM: Master’s degree in Social Work, Mental Health Counseling, or other related field required.
  • Current NYS LMSW/LCSW/LMHC/LCAT required


REQUIRED SKILLS:

  • Minimum of 2 years of supervisory experience required.
  • Expertise in working with individuals living with psychiatric illnesses, substance use disorders, and histories of homelessness.
  • Experience in community-based work and a strong understanding of community resources.
  • Excellent written and verbal communication skills.
  • Familiarity with Evidence-Based Practices such as Motivational Interviewing, Supported Employment, and Trauma-Informed Care.

PREFERED SKILLS:

  • Proficiency in Microsoft Office applications, including Outlook, Word, Excel, and PowerPoint.
  • Bilingual candidates are strongly encouraged to apply. (Spanish and Haitian-Creole prefered)


LICENSURE: NYS LMSW/LCSW/LMHC/LCAT required

CERTIFICATION: SIFI Certification preferred
