Position Overview

The Clark Group LLC (clarkgroupllc.com) is seeking a Cultural Resources Specialist to join our dynamic environmental consulting firm. This position focuses on conducting Section 106 consultations in compliance with the National Historic Preservation Act (NHPA). The successful candidate will work with federal agencies and Tribal Historic Preservation Offices (THPOs) to ensure the protection of historic and cultural resources on federally funded or permitted projects.

Our firm operates in a fast-paced environment, so we're looking for a candidate with strong organizational skills, project management experience, and attention to detail. The ideal candidate will be qualified under the Secretary of the Interior's Standards (SOI) and/or a Registered Professional Archaeologist (RPA).


Responsibilities

  • Conduct Section 106 consultations, including coordination with federal agencies and Tribal Historic Preservation Offices (THPOs).
  • Prepare Section 106 documentation, including determinations of eligibility, findings of effect, and Memoranda of Agreement (MOA) or Programmatic Agreements (PA).
  • Incorporate Section 106 requirements into NEPA documents, ensuring that cultural resource considerations are integrated into environmental reviews.
  • Evaluate potential impacts on historic properties, conducting research and field assessments as necessary.
  • Provide clients with technical expertise and guidance on compliance with NHPA and related federal cultural resource regulations.
  • Develop mitigation strategies and cultural resource management plans as needed to resolve adverse effects on historic properties.
  • Draft consultation materials and correspondence for submission to federal agencies and Tribal entities.
  • Work collaboratively with interdisciplinary teams to incorporate cultural resource considerations into larger project frameworks.
  • Conduct site visits and fieldwork to document and assess cultural resources where applicable.


Qualifications

  • Bachelor’s (required) or Master's (preferred) degree in Anthropology, Archaeology, Historic Preservation, or a related field.
  • SOI qualified (Secretary of the Interior's Standards) and/or RPA member (Registered Professional Archaeologist) (required).
  • 3-5 years of experience conducting Section 106 consultations and cultural resource management activities.
  • Experience in the Northeastern United States is strongly preferred.
  • Strong understanding of the National Historic Preservation Act (NHPA) and federal regulations related to cultural resources.
  • Experience working with federal agencies and Tribal entities in Section 106 consultation processes.
  • Excellent writing and communication skills, with the ability to produce technical reports and consultation documents.
  • Ability to manage multiple projects and deadlines in a fast-paced environment.
  • Experience with GIS, fieldwork, and cultural resource survey methodologies is a plus.
