Contract Specialist (Oakland, CA)


LHH is teaming up with a Public Housing organization in Oakland, CA in search of an experienced Contract Specialist. This temporary role is an excellent opportunity to make a meaningful impact on the community by addressing housing needs and improving living conditions for residents.


Under the direction of the Procurement Director, the Contract Specialist will lead and manage procurements for designated departments. This role involves overseeing complex procurements, including professional services, trade services, equipment, supplies, and occasionally construction projects.


Key Responsibilities Include:

  • Manage procurement processes for assigned departments, including organizing and implementing procurement activities.
  • Advise departments on contracting strategies, industry standards, and vendor options.
  • Consult with management on contract interpretation and policies.
  • Prepare and issue solicitations and ensure compliance with policies and HUD regulations.
  • Develop Board submittal packages, make award recommendations, and monitor contractor performance.
  • Handle contract disputes, maintain accurate records, and prepare reports on procurement activities.
  • Oversee contract administration from award to close-out and ensure compliance with all regulations.
  • Guide staff in procurement best practices and facilitate vendor outreach and proposal reviews.


Qualifications:

  • Bachelor's degree in business, public administration, or related field, with emphasis in procurement.
  • Four years of relevant procurement experience, including contract preparation and administration.
  • Valid California driver’s license and insurable driving record.
  • Bilingual skills in ASL, Mandarin, Cantonese, Vietnamese, or Spanish are a plus.


Skills and Knowledge:

  • Expertise in procurement practices and construction contracting.
  • Familiarity with HUD regulations and procurement tracking systems.
  • Ability to analyze data, negotiate contracts, and manage procurement.
  • Strong communication skills and the ability to build effective professional relationships.


Worksite Type: Fully on-site in Oakland, CA

Pay Rate: $55 -$60/hour, depending on experience

Hours: Full-time, regular office hours (Monday – Friday)

Duration: Contract. (Expected through May 30th, 2025)
