e&e is seeking a Senior (SR.) Manager of Customer Relations (Program Manager) for an On-Site opportunity in Philadelphia, PA.

BASIC ADMINISTRATIVE RESPONSIBILITIES


  • in the development of policies in the immediate manager’s organization and interprets such policies throughout the department.
  • objectives, policies, and procedures for the approval of immediate manager.
  • and administers programs and procedures in accordance with approved policies.
  • special assignments for immediate manager as requested.

  • expense budget spending for the departments to maintain performance within budget.
  • in developing a sound organization, staffed with trained personnel able to perform the functions of the departments.
  • a suitable successor and be responsible for training replacements at all levels within the department.
  • with all Authority and departmental safety and security policies and procedures as well as all applicable job safety responsibilities. Reports any safety concerns, compromises or hazards affecting operations, the public self and/or other employees. Responsible for personal safety and is encouraged to promote the safety of others.


OVERALL RESPONSIBILITIES

Administers, coordinates, and directs multiple focus areas that require systems and/or programming or functional efforts.


Project Management Office


  • assigns, and monitors the task of Managers assigned to specific systems/projects.
  • assists, coordinates system improvements and/or new system development being done by Manager and/or Staff Analysts.
  • overall management plans depicting daily work and projects showing staff utilization required to meet specific tasks on time and within budget.
  • with various departmental personnel to ensure that proposed projects are viable and feasible.
  • plans, leads, and manages existing and future digital transformation systems to manage enterprise content and information. Manage project from initiation to completion.
  • contributes subject matter expertise to the organization’s achievement of key technology initiatives, compliance, or regulatory requirements in addition to contributing to strategic or operational goals.
  • with stakeholders to capture and validate requirements for all new projects and enhancement tasks. Applies business analysis skills to document customers’ business requirements and translate them into usable, sustainable software solutions.
  • and estimates internal and external resource needs for projects and tasks.
  • and contributes to purchase requisitions, task orders, specifications, and scopes of work.
  • projects dictate, takes a hands-on approach to support team tasks, including but not limited to analysis, design, business process engineering, system maintenance, end user support, etc.
  • and guide the team of direct reports and augmented staff. Provide onboarding and training support as needed.
  • closely with the team to clearly understand the customers’ needs, identify blockers, broker/ facilitate solutions, provide timely updates to the manager, and ensure that all projects managed by the team are completed within the given budget and schedule constraints.
  • as IT’s community liaison to support program governance between department/division leaders, stakeholders, and Information Technology throughout projects’ lifecycles. Provides ongoing support to customers after training and launch.
  • independently and with stakeholders or departmental teams to prioritize daily tasks with respect to larger organizational or departmental initiatives.
  • closely with the Manager of IT Budgets & Procurement during the procurement process and assist in compiling the necessary documentation for Board approvals.
  • reports, dashboards, and visualizations to convey budget status, schedule status, and team performance.
  • project scope to avoid scope creep/ deviations. For all scope, cost, and schedule changes, ensure that all internal stakeholders and regulatory (Federal and State) policies are adhered to.Manage external contractors, consultants, and vendors. Serve as a liaison for the stakeholders and the project implementation team.
  • invoices and resolve any billing/ payment issues. Audit projects to validate project health. Review program/ project spends monthly and ensure compliance to the budget.
  • an implementation roadmap factoring in the various ongoing projects and their dependencies. Compile resource plans and manage commitments.
  • needed, serve as designate for the Director of IT PMO. Provide program/ project updates at the weekly IT PMO Leadership meetings.
  • other duties as assigned/required.


QUALIFICATIONS & EDUCATION


  1. S. Degree in Information Systems, Computer Science, Business Administration, or related field.
  • of ten (10) years of experience in managing projects.
  • experience in developing and managing various technology projects required.
  • in process improvements, negotiation skills, and conflict resolution.
  • written, verbal, interpersonal and customer service skills required.
