Terra Constructs is seeking a talented Level II Estimator with at least 5 years of experience in government construction contracting. This critical role involves preparing accurate and comprehensive estimates, analyzing project requirements, reviewing drawings and specifications, and developing detailed cost estimates. Reporting directly to the Vice President of Estimating, the Estimator will play a pivotal role in securing and executing successful federal construction projects, contributing to Terra’s overall growth and success.

Key Responsibilities

  1. Estimate Preparation:
  • Analyze project plans, specifications, and other documentation to prepare comprehensive cost estimates.
  • Develop quantity takeoffs and price labor, materials, and equipment accurately.
  • Prepare bid proposals, including detailed breakdowns of costs.
  1. Subcontractor and Vendor Coordination:
  • Solicit and review quotes from subcontractors and suppliers.
  • Evaluate bids for compliance with project requirements and budget constraints.
  • Establish and maintain relationships with subcontractors and vendors.
  1. Cost Analysis and Value Engineering:
  • Perform cost analysis and identify potential cost-saving opportunities.
  • Provide value engineering suggestions to enhance project efficiency and reduce costs.
  1. Project Documentation:
  • Prepare and maintain accurate records of estimates, proposals, and correspondence.
  • Ensure all documentation complies with federal contracting regulations and standards.
  1. Collaboration and Communication:
  • Work closely with project managers, engineers, and other team members to ensure alignment on project goals and requirements.
  • Communicate effectively with clients, subcontractors, and suppliers.
  1. Market Research:
  • Stay updated on industry trends, pricing fluctuations, and new technologies.
  • Conduct market research to ensure competitive pricing and effective bid strategies.
  1. Compliance and Standards:
  • Ensure all estimates comply with federal regulations, including FAR (Federal Acquisition Regulation) guidelines.
  • Maintain knowledge of government procurement processes and standards.

Qualifications

  1. Education:
  • Bachelor’s degree in Construction Management, Civil Engineering, or a related field preferred. Equivalent experience or significant practical field experience, such as Field Superintendent, may be considered.
  1. Experience:
  • Minimum of 5 years of experience in estimating for federal construction projects.
  • Proven track record of successful bid submissions for federal contracts.
  1. Skills and Abilities:
  • Strong analytical and mathematical skills.
  • Proficient in estimating software (e.g., Bluebeam, ProEst, PlanSwift).
  • Proficient in bid distribution software (e.g., Building Connected, Procore).
  • Excellent written and verbal communication skills.
  • Ability to read and interpret construction drawings and specifications.
  • Detail-oriented with strong organizational and time-management skills.
  • Ability to work independently and as part of a team.
  • Familiarity with federal contracting regulations and procedures.
  1. Preferred Qualifications:
  • Professional certification such as Certified Professional Estimator (CPE) or equivalent.
  • Experience with design-build and design-bid-build projects.
  • Knowledge of LEED certification and sustainable construction practices.
  • Knowledge of UFC Criteria.
  • Experience with MACC, MATOC, SATOC, and JOC Contracts.
